Barrett of this city is an avowed Statement No 1. uiau, aud was elect ed to the legislatnie two'years ago by an overwhelming majority, princi pally beoanse be took the pledge. We understand that Mr. Steen stands in opposition to the statement, but that llSlaun is employing the politicians' dodge i. e. tbat be will "support for United States Senator the republican reoeiving the highest number of votes." Right there is where Mr. Maun and bis Fulton machine backets will fall dowu. This machine endea vors to thwart majority rule of the people which is protected only through Statement No. 1, by cunning use of the pledge to the extent to wbiob it will deceive the voter into electing legislators favorable to machine rule, the election of United States Senators by the old ooriupt methods, and the resurrection of all rank politicarproo tioes whiob Statement No 1 abolishes. South America is bogiuniug to show the world tbat she recognizes the value of her natural resources by tak iug up the question of forest preserva tion. The Republio of Colombia has already outlined a forest polioy and now the poople of the Argentine Re publio have tnkou up the discussion of forestry aud its application to the management of the country's rich hardwood timber areas. One of tho strongest arguments in favor of Statement No. 1 is tbe anony mous screed sent out by its enemies. It is equally an argument for tbe init iative and referendum, and tbe pri mary law, for it attacks both and, incidentally, proves The Journal's re iterated contention tbat the present movement, though nominally against popular choice of senator, is equally hostile to tbe primary law, tbe rigbt of tbe people to initiative laws and their right to veto bills or appropriations through tbe referendum. The circu lars are of some value, because tbey disclose enough to make it certain tbat if an unpledged legislature ever convenes at Salem tbe ax of destruc tion will at once bo applied to every popnlar rigbt tbat tbo people now en joy. Tbe circulars are a powerful argu ment for Statement No. I beoanse of tbeir character and because of the methods employed. They are unsigned, which means tbat tbe men who sent them out are ashamed of tbem. These men are skulkers, shrinking from tbe public gaze and ashamed of their propaganda. Tbey are in biding in dark places and are doing their work behind a mask and dark lantern, just as burglars do. Tboy refuse to father their own words and sond them out nameless foundlings, laid as it were on people's doorsteps. Honest men, working in au honest cause are never skulkers; they do not slink, like jack als, along the by-ways, but like men, stand in the open, beneath tbo sun light, proud of tbeir cause and looking tbe publio steadily in tbe eye. There are, of course, a fow meu who honest ly and candidly oppose Statement No. 1, but are tbey not, wbeu tbey con template those unfathered, uuolaimed. doorstep oiroulurs, sout out by Port land political Losses to bonest people, heartily ashamed of tbe company in which tbey And themselves? Worse still than tbo faot tbat tbey are unfathered are tbe utterances of those foundliug circulars. It is not surprising that those who issued them were unwilling to stand sponsor. Every line is an insult to tbe recipi ent, in that it underestimates the in telligence of tbe people of Oregon and direots at tbem not argument, nor rea son, but a mass of silly drivel, direct ed at prejudioe and essaying the hum orous. It is evidently the work of city politicians, who never come in contact with farmers aud other of tbo plain people. These oountry folks have libraries now, read newspapers and con tbe magazines. Their stand ard of intelligence is not tbo low, un lettered sort that tbe circulars mistake it to be. They aro tho peers in under stating of their urbau neighbors, ns tbo skulking promoters of tho doorstep oiroulurs will later discover. Of them, 56,831 threw their bnllo's for tho primary law and they knew what it mount then and know now, without instruction from an unfathered soreed, whiob nobody owns and noud would claim. Ellis that the 10,000 raiubow trout asked for by the Umatilla ooun- ty sportsmeu for the Umatilla river have been ordered from tho govern ment hatohery at Oregon City and will bo sent as soon as tbe season is far onougb advanced. The youug flab will be released iu tbe Umatilla river at Bingham Springs station, the junc tion of tho Umatilla river and Mea chain creek, so that they may go up botb streams. Au excellent fishing soasou is anticipated iu all tbe Blue mountain Btreams this spring owing to the extremely mild winter. Helix Pioneer Dead. Whitaker O. Meteer, who for a quarter of a century was a resident of Umatilla county, died at bis borne near Helix, Sunday at tbe age of 74 years. He crossed tbe plains to Cali fornia iu 1850 and a few years later he came north to Oregon, remaining here a few years, after which he re turned to California for a 10 years' resideuoe. He returned to Oregon 20 years ago and had been a resident of Umatilla county since. He loaves a wito aud three children. The children are Mrs. C. L. Humphreys of Salem, Mrs. W. H. Dale of Holix and C. W. Meteer of Albee. Two sons, Frank aud Arthur Meteer, aro dead. To Beautify Cemetery.
