Senator Fulton's splendid composition wbiob was teleased for publication Sauday, in wbiob is compiled every logical argument and faot at bis com mand in refutation of the famous gov ernment propeoutor's charges, bristles with salient references to the rottenness and stench with wbiob tbe state of Oregon reeked politically under ma chine rule. If the following excerpt from Fulton's letter will not make converts to Statement No. 1, what in tbe name of heaven would. Bemem ber that it is from the pen of Oregon's senior senator, written in defense of bis honor, obaracter and political aspirations. Head it: "Now let us see what Smith charges in his affidavit Mitobell and I did. He says: 'Fultou said to meiu Mitch ell's bearing and presenoe, "I will give you 13,000 and pay you $1,500 of that amount down right now it you will go into the house tomorrow and make a speeoh that you think thoro bas been ouongb of this dolay and urge that tbe members take notion and voto foi Mitchell for United States senator,' and to this be says 'Mitobell added his assurance.' " "So thou, be was not, aooording to bis own statement, asked to vote for Mitchell himself, but he was to go into the house that is, take bis oath of office aud oflloial soat and advise against fuitber delay and recommend that the members at once end the "hold up" and elect Mitchell. Well, even if Mitchell did ofler to pay Smith aud did pay him to qualify aud take bis 'seat so as to make a quorum, evou to make a speeoh for him, it would not have been a violation of law. "I do not defend such a transaction aud I never engaged iu one. But we ail know bow bittor were those old fuotiouul contents, uud we know by oommou report that men of the high est oharuoter, whose boror in other matters was never questioned, went to leugths aud did things whioh tbev no doubt regreted ever after. In the old Dolph-Mitohull contest of 1895 aud in tbe Mitobell-Gorbett fights thereafter, we all know what charges aud oouut ero bulges were made. In the bent of such a uoutest, honorable men oftou go too far. So iu the contest of 1897 the most bitter ever waged in Oregon men were at white heat. "That money large sums'of money was paid to members eleot iu 1897 to induoo them not to qualify aud to absent themselves from the prelimi nary organization Mitobell well kuew. Indeed, ourrent reports credited the supplying of tbe money, aud tbe pay ment of 1 as well, to men of high stauding iu the state. These are un pleasant things to mention, but I am obligod to present tbe situation. It was not a uioe business on either side, aud personally I never engogod iu it aud would not, as all my personal f tieuds know. It was a deplorable con dition, but probably inevitable uuder tbe system then existing. I am thank ful tbe system uo louger exists." (iov. This is a fine time for all pa i ties to put their best men iu the important ofiloc. One of our valued exohanges says truly: "If proteatiou is good for a nation it is good for the town. Aa town people we shouldfavor our town aud community above every other, as the growth aud development of it is what will enhauoe the value of all pioporty, both iu and about it. Theu buy your dry goods, groceries, hard ware, furniture, etc, at home; have your priuting, your Ijlucksuiithiug, your shoemaking done at home; pat rouiia home iu ever; iuatauue that yon can. Tbe success of merchants and mechanics means new business bouses and residence improvement and enlargement of additional demands for labor of various kinds. To tbe farmer a first class town affords a better mar ket for bis grain, a better trading point, and such a towu is bound to increase tbe value of bis land. Un questionably 'in union there is strength. ' Let us protect our town, our homes, our surrounding territory." Tho spirit of progress throughout Oregon was never more pronounced than at tbe present time. Tbe com mercial organizations of tbe state seem to be determined to do more effective advertising than ever before. There is a spirit of organization in the air, and tbe biggest effort centers npon tbe colonist rate from March 1st to April SOtb, and the f 30 from all points in tbe Middle West to all points in Oregon is emphasized iu every adver tisement and every appeal. Congress may be asked to allow women nurses to go ou battleships in time of war. It is said tbe naval sur geons will recommend snob a step. It will require heroism of tbe first quali ty to fill such plnoes as nurses ou bat tleships, but there are plenty of women with courage and devotion sufficient to pot form sncb duties. It would ap pear women are indispeusable in every vocation, occupation and situation in life. The Elgin Eecordr is after the gamblers of that city, as well as tbe city officials who are winking at crime, and says: "Uutil tbe gambling dive in this city bas been raided and clean ed, tbe Kecorder will be heard from regularly and in terms that will not be mild, and in a manner wbiob will not refleot credit upon certain individ uals." " It doesn't seem hardly necessary to worry about what the country is to do with its ex presidents, for there are never mauy of them with ns.at tbe same time. Ex-president Cleveland seems to be doing fairly well and no doubt when Presidont Roosevelt has an ex attaobed to bis title be will be able to get along iu tbe world. By the way, Mr. Citizen, have you registered sinoo tbe first of the year? Tbis is Presidential Year. too. Aooording to llguros published by tbe Naw York World, the Harriman clique bas pocketed more than $29, 000,000 profit from its shady stock deals with the Union Pacific Rail road. Haviug this road by tbe throat, tbe clique was able to plunder it delib erately aud without limit. The ouly wender is that the freebooteis stopped whore tbey did. The general princi ple of their deals was to get hold of a large block of stock in some other rail road company at a low prioe, use this to wreck the rond, water it, squeeze it rud bedevil it aooording to the approv ed mothoda of high fioanoe, aud final ly, wbeu it bad been drained of its last cent of incidental profit, sell it to the Union Pacific for twioe its value. The advantage of boing at the same lime a man and a railroad is amply demonstrated by these transactions. Tho members of the Harriman clique could buy the shares for themselves as men for almost nothiug, then turn round aud sell to themselves as tbe Uuion PaciQo Railroad at any prioe they chose to set, making tho Union PaciQo investors pay the bills. The total amount of squeezed and ex hausted stook wbiob tbey thus unload ed upon tbeir unhappy coustituents was more than 1139,000,000. Natur ally, as soou as tho fiuanoial stringency ooourred the water bogau to drip from tbese holdings, whose values shrank to something like their actual figure. In the proooss the stockholders of the Uniou Paciflo lost about $12,000,000. It may comfort tbe souls of Oregou iaus to remember that $13,000,000 of this loss belonged to them if every one had bis dues. It is well enough to cite oue or two examples of these Harriman transac tions in order to initiate the laity some what more deeply into that sort of "business" which many of our great moralists denounce us for not admiring. Take tbe purobase of Illinois Ceutral shares. Harriman bought 281,231 of them iu the name of tbe Unio'i PaciQo, enough to oontrol tbe company. Later be discovered that tbe laws of Illinois forbid a foreign corporation to own a railroad in that state. To evade tbe difficulty whioh thus appeared he caused 15,000 shares of Illinois Central stock to vanish from the Union Paciflo treasury, leaving uot a wiack behind. What he did with it beaven alone knows. Of couise be did not steal it, being a great financier; but if an or dinary citizen should do tbe same thing, we are apprehensive that be would have to go to jail. No wonder Mr. Harriman did not wish to answer tbe inquiries tbe Interstate Commerce Oom mission put to him concerning tbis and other shady performances. A Federal judge bas ordered him to ans wer t be questions, after a long delay, but of course an appeal has been taken and the cause bas still to drag its sin uous length through court tefore it is settled.
