Mr. Jobnsoo Hiiya: We insure almost everything that we possess, aud we insure against nearly every kiud of calamity, but strautfe to say we do not insure money. The writers idea ia that tbe United States Government should establish such measures aud such diasMo laws as would eoforce saviugs banks and trust compauies to give up their piea e it state charters, aud come directly nuder the control of thd National Gov ernment, also such laws as would '.ben empower tbe Government to insure tbu deposits of all Banks. Tbe amount of money on deposit iu 1006 was, iu round numbers, 12 billions of dollars; ami an assessment of 15-100 of 1 per cent on that sum, would have placed at tbe disposal of tbe Govern ment, in that year, 18 millions of dol lais; with whioli to pay off, immedia tely, the depositors of any insolvent banks, the Government then liquidat ing tbe bank's aftairs. Several hundred farmers, who left eastern Oregon and the Walla Walla aud Palouse districts to eng.ige in wheat growing in the new provinces of British Colombiu will be interested in the following Ottawa dispatch printed iu the Oregouiau recently: "ihe Dominion government has de cided to louu a sum of approximately $1,000,000 to the farmers of tbe new provinces of Alberta aud Saskatche wan whose crops were n failuie, to purchase sied graiu." With everything favorable it) tbe new districts mentioned, good orops of wlioit can be growu, but when tbe season is unfavorable, as it was last year, the resulting failure is so much worse than auy failuie of which tbe Oregon aud Washington farmer has ever beard tbat it means government aid or starvation. Another year like the one just closed will see tbe depart ure for America of a few thousand sot tleis who have beeu drifting north ward in Hem oh ot cheap land. Cement mid stool brick nud stone ore not yet used in sufficient quantities to encourage lumber users to predict tbe time when the forests will not be called upon to furnish the piinoipal materials used iu building operations. Valuable forests of yellow aud sugar pine, iuceuse cedar aud a few stands of redwood iuoluded in the additions ate estimated to contain more thau two aud a quarter billion Loaid feet of timber. The market value of this timber is $1,500,000. Thete forests have beeu uegleoted by lumber inter est up to tbe present time because it was more profitable to exploit the val uable aud mote accessible redwood forests lying farther west. EMPHASIZING THE THREE RS. A movement for a return to first principles in educatinuul methods is taking on significant proportions iu Chicago, where a committee of tbe board of education is studying pro posed radical ohauges iu tbe curricu lum of tbe schools. The trend of af fairs is toward a greater attention to tbe "three R's." and iu this the Chicago authorities aro following the examplo reoeutly set by Cleveland. In the bitter city au educational commis sion devoted a year aud a half to thorough investigation ot school meth ods aud results, aud tbeu submitted a series of recommendations relative to elementary schools tbe main features ot wbiob were as follows: More effoit aud time to readiug; su pervision of writing to bo inoreased; thorough and continuous training iu mental aritbmetio in every grade where tbe subject is tanght; more time to tbe essentials leading, writiug, aritbme tio aud spelling; smaller school classes; greater use of the dictionary by pupils; better corrolatiou of tbe physical traiuiug work with other studies. Adoption of a polioy of this uature would menu tbe elimination of some fads on wbiob many parents tbink time is wasted. It would result in more thorough grouudiug of the pupils in the esseutial elemeutary subjects to wbiob not cuougb time is now given. It is a gratifying sign of tbe times tbat this movement is takiug definite shape iu the larger cities, and bope is eutertaiued that before loug it will spread over the whole country. ' FIGHTING BOB" EVANS. Iu theso columus reoeutly Admiral Evans was meutioued by bis popular sobriquet "Figbtiug Bob" Evaus, and that leads George V. Alexauder, a Re public attorney, to ask "by what feat of arms be won tbat sobriquet? What naval battle or otherwise did he ever fight wbiob euabled him to receive tbe title 'Fighting Bob' Evaus? Where a man is so generally referred to by a uunre tbat indioates some great aot of heroism or feat of arms iu battle there should be some historical basis there tor. I ask tor tbe historical facts on which you base your editorial, or rath er tbe name you apply to Admiral Robley D. Evans." A eootiquet is almost never of the choosing of him who wears it Ia this case it was given to Evans by some of bis admiring comrades, and not without justification. He was fighting bis country's tattles at tbe boyish age of 17 and participated, as a youthful naval officer in tbe civil war, in both attacks on Fort Fisber. He was severely wounded in the second engagement. Evans commanded tbe Yorktown at Valparaiso in 1891 and 1892, and during tbe war with Spain was i j command of tbe Iowa and ren dered conspicuous and gallant service in tbe battle at Santiago. At one time in tbat engagement the fire of tbe en tire Spanish fleet was concentrated on bis ship. Let us not be parsimonious in our meed of praise to a gallant soldier or sailor, ven though Admiral Evans may not, as Mr. Alexander suggests, bave won as yet tbe preeminent dis tinction tbat came to Jobn Paul Jones in tbe tight between tbe Bon Homme Riobard and the Serapis in the revo lutionary war.
