Dr. A. S. Orne, wbo has made a
tour of tbe Western cities recently in
the interests of children and the Juv
enile Court, is authority for the state
ment that tbe words "get rid of the
kid" represents the spirit of tbe age
in which we live. He does not, as be
might have done, go back into tbe
methods employed for this purpose,
that have come to be known as race
suicide, but deals with facts concern
ing the lives of myriad) of children
born to thriftless, irresponsible par
ents, whose neglected . childhood ap
peals to humanity for rescue, and
who, a little further on, join Ihe ranks
of predatory mischief -making boys and
untaught immodest girls, and wbo,
yet a little later, swell tbe ranks of
youthful criminals.
A tour of personal inspection of the
charities and corrections of this coun
try, covering a period of ten years,
leaves Dr. Orne in lather a discourag
ed mood, since be asserts with great
positiveness that America is raising
a oorp of good -for-notbiugs and gam
blers, most of wbom come from chil
dren who have no home, in the real
sense of tbe word. Our criminals
have increased 75 per cent in tbe last
ten years, he further declares, while
our population has increased only 22
per cent in the same poriod.
This is truly a dark reoord. If it is
a record supported by careful obser
vation, it certainly behooves tbe people
to asoertain tbe cause and provide a
remedy. The cause is indeed plainly
shown in tbe reoords of tbe Juvenile
Court in many cities, including Port
land parental irresponisbility in vary
ing degrees, whether it is manifest is
simple carelessness or stolid inatten
tion, orprooeeds to the all too common
extreme of "getting rid of the kid" by
desertion, with as little care for its
f utrue as for that of the superfluous
dog purposely "lost," is, without
doubt, the basis of tbe inorease in
juvenile criminality so sadly noted.
Examples of this kind are common
in every community. Here is a wo
man whose husband is in tbe peniten
tiary; desiring to marry again, she
throws her little girl of 5 years upon
publio charity, because, as she stated
to the Judge of the Juvenile Court,
"the man will not marry me unless I
get rid of the kid." There is a little
boy, woeping in a railway statiou,
with nowhere to go, explaining in sim
ple words: "My papa put me on a
train and went a way ; I got off here
and am lost"
Again there appears before tbe
managing board of the Christian's
Home, a woman with tear-stained face
asking admission for ner two or three
children, because their father has de
serted his family. And yet again come
three children, clad in tags, covered
with vermine, and ill kept, to whom
the authorities of the Boys' and Girls'
Aid Society are prompt to apply the
praotical advice of Mr. Dick, who,
viewing forlorn, travel-soiled little
David Copperfleld, said briefly:" Wash
him. " It is reoorded that tbe parents
of these lust mentioned children did
not purposely nor willfully neglect
their cLildreu, but thought tbey were
giving them all tbe care that was nec
essary; that the little tots were healthy
and happy, sun-browned as well as
dirty; that tbey brought tbe best of
appetites to the plainest fare, and that
there was no desire on tbe part of the
parents to get rid of them. Tho case,
therefore, wns rather one of parental
ignorance than pareutul irresponsibil
ity houoe its criminal features are,
iu a sense, looking.
It is not of this caso that Dr. Orne
speaks, when hesaysthat lOOperoeutof
our inorease in criminals come from
homeless children; that of the 8,000,
000 tramps wbo are a menace to civil
ization, 99 per cent come from the
same class of children.
