When the ponding agricultural ap
propriation bill becomes a law, it as
at present framed, all proooodn of
forest reserves, whether for sale of
timbor or grazing privileges, will be
divided with comities in which the
reserves are situated. The percentage
agreed upon is 10, which will prob
ably be finally adopted, this being of
gross receipts. The effect in Oregon
will be material, where approximate
ly 12,000,000 acres of land has boen
withdrawn for forest reserves. Sales
of timber are limited yet, but will
no doubt grow rapidly as the supply
diminishes and prices rise. Oregon's
counties having the heaviest timber in
reserves will probably reap a consid
orablo annual revenue from this
source. Grazing loos will be realized
from the first year that the new pro
vision goes into effect. The minimum
and maximum figures are not availa
ble, but the average number of sheep
that will be permitted on reserves will
probably be at the rate of one for each
2. 5 aores, while cattlewill be allotted
at the rate of one beast for each five
or six acres. The Government's .fig
ures for summer grazing of sheep are
five to eight cents, and 25 to 85 for
cattle. If sheep may be taken as a
basis of estimate, at six cents a head,
and 2.5 aores to one shoep, the revo-

fame. Oregon and several other new
states has not found it expedient to
place either of the statues alloted each
of them, and does not indioate any
desire for baste in the matter. Ore
gon being the mother stat ot the
Northwest, is naturally expected to
have the most material for such uses,
and the quizical direct their attention
more to Oregon's lack of representation
than any other Western state.
Senator Fulton expects soon to be
forced into a struggle in the Senate,
against repeal of the Timber and Stone
act. It has been reported out of the
committee on Pubiio lands, and
champions of this policy intend to
get the bill to a vote this session if
possible. Senator Fulton has gather
ed data showing the unappropriated
land in Oregon to be about 20,000, 000
acres, a considerable portion of
which is timber, and he is also ready
to prove to the senate that most Ore
gon timber land when at a moderate
latitude, is susceptible of more prof
table uses than forestry. His figures
show that if the Government allows
the state only 10 per cent of the funds
derived from the timber sales, and
keeps all of the range leasing charge,
Oregon will profit only at the rate of
2 or 8 cents an aore per year. With
the support that is expected from
Washington, also beavily timbered
west of the Cascades, the Oregon sen
ator hopes to have the domain of his
state kept to private entry and de
velopment. An undercurrent of seutiment per
vading Congress these days, when a
new issue with the great packers is
being exploited, is that the meat pack
in g business would be as economically
and hygienioally done by'many fairly
large plants situated near the point of
production. Friends of the big packers
argue that further interference with
the order that has developed by Arm
our, Swift, that all may result in
these magnates reducing capital in
vested, not seeking foreign trade or
otherwise trying to discipline a meddle
some pubiio. This menace doe s not
seem to have terrors for either 'con
sumer or stock ..produoor. Without
the club field by the mammoth pack
ers over all independent packing in
dustries, BEsurance is given that
many new plants would spring up
throughout the West and middle
West. If the paokers are to intimi
date the pubiio, a more effectual
threat than that indicated, will have
to be made.
Congressmen claimed, in the recont j

Scientists are talking much now
about the "earth's iutorior." The
indications are that the "great mo
ther" has au attack of dyspepsia; at
least Bhe has beou throwing up a

The O. R. & N. Co.'s passenger de
partment has issued its Oregon, Wash
ington and Idaho book for 1906. This
book has.it is said, drawn more home
seekers to Oregon than any other pub
lication issuedjta thre states. This
year's edition is more complete in its
resume of Oregon's opportunities and
stronger in its argument to the east
erner than any previous number.
Japanese enoroaohment in the fishing
waters of Alaska will be brought to a
close this winter. Senator Fulton's
bill prohibiting aliens from taking fish
from the waters in th at northern dis
trict, is on the Bouse calender at last,
and is assured of final enactment
there, since the Senate already has
passed the measure.
A firm that manufactures wood
aloohol sends up a big batch of docu
ments containing arguments to prove
that denaturized alcohol would be bad
for farmers. The arguments, how
ever, are more ingenious than convin
cing. The farmers will take their
ohanoes. Give them free alcohol and
they will stand the risk.
The cutting down of weeds and
rankly growing grass in the streets
and around buildings should be at
tended to without delay. In addition
to relieving an obnoxious condition so
far as appearance goes, the later pos
sibilities of flie would be removed to
a great extent.
San Francisco will need an im
mense amount of structural iron, but
it will never do to take the blessed
tariff off temporarily, as this would
hurt the poor billion-dollar steel trust
which is to have the job of supplying
it all. , . '
The market report says there is a
demand for light hides. If it is thick
and tough hides that are wanted, a
supply may be obtained by skinning
some of the auti-rebate-bill Senators.
