Heney, who resigned as representative of the attorney general, was appointed to the place of United States Attorney Hall. In speaking of the Oregon land frauds he said: "The extent of the land frauds in Ore gon is far greater than I imagined, even after I learned the extent of the Hyde Benson frauds through my connection with the prosecuting of that case. Ore- ' gon is under the domination of a or- rupt political ring, which hesitates at nothing to accomplish its ends. Hun dreds of thousands of acres of the finest timber lands in the world have been se cured frbm the United States during the past few years by halt a dozen individ uals through fraud, perjury and subordi nation of perjury. The good people of Oregon will be as much astounded when they hear the evidence in the case against Senator Mitchell and Congress man Hermann as they were when they heard the evidence in the case of Puter, McKinley and others, which has already been tried, and in which the defendants were convicted. The case against Her mann and Mitchell does not depend in the slightest degree upon the testimony of Puter and McKinley. The evidence is sufficient to warrant and sustain a conviction without placing either of them upon the stand as witnesses. "The indictments already procured touch only the edge of the vast frauds which have been perpetrated in Oregon. The grand jury and I have fully a month of work ahead of us, and I expect to procure the indictment of at least a dozen wealthy and prominent persons who have profited most by these frauds. It may become necessary for me to re quest the removal of certain other feder al officers in Oregon before we com plete our investigation, but I recognize the grave , responsibility which rests uponmeh making such requests and am prodding with the utmost caution 4 HiKTwill not expect the president to act umtil I am in possession of unimpeach able evidence of improper conduct. "As the representative of the attorney general, I deemed it best for the in terests of the goveanment, after having observed tho actions of Hall, to recom mend his immediate removal. My rec ommendation to that affect was wired to Washington Friday night and the presi dent acted Saturday morning. "In tho meantime I had resigned as special representative of the attorney general, and was appointed United States attorney in Hall's place, to carry out my plans for the prosecution, which will be made known in due time." BONDS OWNED AT HOME. Thus, If the Phoenix Insurance com pany, of London, England, desires to do business in Ohio it deposits with the insurance commissioner an amount of bonds determined by the value of busi ness, inscribed as folows: "The Insur ance commissioner of the state of Ohio, In trust for tho policy holders of tha Phoenix Insurance company of London, England, residing in Ohio. " Of the in dividual foreign holdings of United States bonds nearly half of them, for some reason, are In Cuba. Our neigh bors are doubtless attracted by the se curity which the bond offers. In the earlier Btages of the country's history large blocks of its bonds were held abroad and branches of the treas ury department were opened In Ixnulon for their transfer and exchange. The French people to-day are great holder of the bonds of various other nations, but they are handling very few of the United States. Quite a part of the loan made by the last Cleveland administra tion went into the hands of foreign in vestors at an early date in its history. But with the increasing means of the American people and the growing de mand of the national banks, these se curities have begun to come back, un til now the world may be searched al most in vala for them.
