In addition to increasing the valuation of Athena property the town is gaining much favorable mention and extensive advertising as the result of this street-making enterprise. As an in stance we quote the following from a recent issue of the Spokesman-Review: "Athena, Ore., seems to have found a solution to the poor street problem It is a problem that every small town has to meet, or, rather, ought to meet; for, if there is any thing that makes a town unattractive or acts as a handicap upon its trade it is bad thoroughfares. "There are many communities that drift along, paying little attention to the principal streets except to growl when bad weather makes them impassable. The thoroughfares are deep dust in summer, with mud to the axles in win ter. The town leels that it can not af ford to indulge in any sort of paving, and year after year the main trade ar teries serve but poorly to fulfill the purpose for which they were intended. "In Athena, however, these condi tions do not exist. The property own era there have inaugurated woik on grading, guttering and putting rock on nine blocks of the main business streets and will make it a bard, solid driveway that sheds water like a roof and is in good condition for traffic summer and winter. "This work has been done under the direction of the town, with no outlay for contracting middle meM, and the expense has amounted to no more than 00 cents to $1 per front foot. The town owns its crusher and quarry, and rock is placed on the Btreet 50 per cent cheap er than contractors offered to do it, Grading and guttering bringing the cost up to about 81 a front foot, and for this reasonable outlay the town is provided with a fine business street that is nearly aa servicable as the asphalt, stone, brick or wood paved thoroughfares of the large cities. "It is not strange, therefore, that the people of Athena are proud of their good streets or that other towns of the Inland Empire are making inquiries as to how it is done." Mr. Phelps, the republican candidate for district attorney, may receive some support in his own bailiwick, Ileppner. But to the people of the district in which he is busy seeking votes and for that matter to the people of the entire state his measure of capability is readi ly taken by the muddle he made in his tax law. It took a special session of the legislature to straighten out a tangle that still needs more wrinkles ironed out of it, for the reason that the $300 ex emption clause did not take effect until March 21, and in consequence the Multnomah county court holds that there is no property exempt from tax ation this year. It Mr. Phelps can square himself with the voters and de teat Jim Raley, he'll Bret have to dig up that 905,000 expense the state has been put to and then prove to them that he did not frame the fraxzle daule tax law. The men named by the democratic county convention tor legislative honors are peculiarly acceptable to voters, ir respective of party lines. In the selec tion of F. B. llolbrook for joint repre sentative of Umatilla and Morrow coun tiff, irrigation, the paramount Deed of the two counties, us considered. The fact Unit Mr, llolbrook has long been associated with irrigation projects and t knows exactly what legislative require ments the rtate is in need of, gives him a vast prestige in the agricultural dis tricts. Mr. Blakley is well known to the people of the county as a legislator, and Mr. Chamberlain is endowed with qualifications that have twice made him a successful candidate before the people. The picture of Binger Hermann riding with President Roosevelt, which render ed the former such great service in the special election held in the first dis trict last year, has again been called, in to use. The Oregonian publishes the picture as an argument in favor of Hermann's election. Although the state of Washington has a statute making gambling a felony, it is said games are running wide open, un der police protection, in . Seattle and Tacoma. The an ti -gambling statute is one of those sumptuary laws that are seldom enforced, hence of little use. Attorney-General Crawford has ren dered an opinion that registration books must close on Saturday, May 14, at mid night. Voters should govern them selves accordingly. Made Young: Again.
