All communications should be addressed to (be PRESS Athena, Oregon ATHENA, APRIL 1, 1904 For several months past wonderful stress has been placed upon the impor tance o( tbe "Williamson-Sherman county relief bill" by the supporters "of the congressman, and it was pointed out that it provided the only business-like and sensible measure ever presented of the kind, also that it was the handiwork of Congressman Williamson. In short, jt was "the Williamson bill" with a big emphasis on the "Williamson." But since the Times-Mountaineer has ex posed the farce, and shown that it was a mere nothing, we are told that it is not "the Williamson bill" at all. The Dalles Chronicle, the most ardent sup porter in the state of Mr. Williamson, in its issue of Saturday, shifts responsi bility for the promulgation of the farce onto Senator Mitchell. Here is its .ex act language: "This bill was first introduced in the senate by Mr. Mitchell." When the bill was thought to be a good thing, a splendid campaign docu ment us it were, Mr. Williamson was its father. But since it has been proven a nothing, not even a good campaign cir cular, the Chronicle changes the poor child's parent, and lays the foundling on the doorstep of Mr. Mitchell. In whose arms will the poor thing be thrust next? What sort of legerdemain may we not look for? Hocus pocusj presto change. Now you see it; now you don't see it. Who'll claim this fatherless brat? Umatilla county teachers and pupils will note that the Pendleton public school exhibit for the St. Louia exposi tion is' on display in Pendleton today. They will also take cognizance of the palpable unfairness of Mr. Lyman in allowing the Pendleton schools two months' time in which to prepare their exhibits, when the other schools of the county were allowed but one week's time in which to do the work. If there is one atom of fuirness in Mr. Lyman's action, the Pkess fails to see it. The very loast that he could have done, had he teen disposed to treat the schools with justice and impartiality, would have been to inform Pendleton that if additional time was allowed, her exhibit must be made independent of the county exhibit. But the Press learns from a reliable source that the Pendle ton exhibit is to go to the exposition as a part of, and in competition with the other schools of the county. The teach ers of Umatilla county should join in a "rouud robin" to Mr. Lyman. This action might jar his sensibilities to the extent at least that he would be made aware of the fact that there are those who believe in fairness, if he does not. Who will be the republican nomineo for congressman in the second congres sional district is yet an open question. When Multnomah county, with its 71 delegates, instructed for Mr. William son, it appeared as if bis nomination was assured. But with several Eastern Oiegon counties going against him, And they generally being favorable to ex Congressmau Moody, it begins to look as it Multnomah may be forced to get down of its high horse and listen to the will of Eastern Oregon. The republic an congressional convention for this district will consist of 180 delegates. So far Mr. Williamson has almost a ma jority, but he has lost most of the coun ties Unit ho carried two years ago, but what the counties that have not yet held their primaries will do is unknown. From present appearances it would seem that Mr. Williamson will have to carry Clatsop and Columbia counties west of the mountains and either Umatilla or Union in Eastern Oregon, to insure bis nomination. In the" present campaign tbe mikado's fighting man is carrying a great deal more food with him than bis Russian adversary. Against the latter's two days' rations, he carries two cooked ra tions of rice in addition to six emergency rations. These are contained in an alu minum mess pan, and, as the rice has been boiled and dried in the sun, the entire weight is trifling. Itiscommonly supposed that the Japanese soldier lives entirely on rice and dried fish, but such is not the fact. He can live and fight well on that spare diet ' if necessary, but he is given meat and other sustain ing foods whenever practicable, as well as beer or saki. Curiosity to learn the fate of "Young Broadbrim," a dime novel hero who "pursued the villain over a blood stained trail, only to be entrapped by murderous bandits and made a prisoner in a cave way down deep in the bowels of the earth," was tbe cause of putting a decided quietus on the careeer of W. C. Goode, a colored purse-snatcher who for the past week has been terrorizing the residence districts of Portland by his depredations. He dropped a novel after snatching a woman's purse, and when he returned to a news-stand to purchase another copy of the story, was nabbed. Senator Burton may appeal his case, secure a new trial and get a more fa vorable verdict, but, whatever the re suit of further proceedings, in the opinion of many people, his usefulness as a member of the United States senate is at an end. The recent trial in St Louis seems to have been a fair one. The case of the government and of the defendant was ably presented. The court was impartial and the jury from the first seems to have been overwhelm ingly in favor of conviction. The 0. R. & N. company keeps a constant string of advertising matter going out from the Northwest, and it is bearing fruit abundantly. The O. R. & N. is doing a great work toward popu lating and modernizing the Northwest, and should have proper credit for it. If the Russians have hauled down the American flag at Newchwang it would seem that the country needs a General Dix over in that part of the world. "If any man attempts to haul down the American flag, shoot him on the spot." They can't sing much about the "Banks of the Wabash", just now, for there are no banks, if the stories of the floods are to be believed. Umatilla Art Gallery Miss E. A. Stackland Manager.
