Oii' the question, .of intervention the Baltimore American say: It is a question of justice with the American people, not a mere ques tion of dollars and cents. If they had been moved by questions of trade and commerce they would have long since found justification for intervention and long since have intervened; for. the war has cut a flourishing commerce be tween the United States and Cuba down to a mere shadow of its for mer self. But to protect mere self ish and property interests the American ; people have not felt called upon to intervene. It is to save life, out of regard for the well being and happiness of our fellow men, from a purpose to alleviate the sufferings in Cuba, to save the helpless in Cuba from the contin ued scourge' of war and famine that now stalks over the island that the American people purpose to inter vene. It is a high and worthy purpose, a purpose that should be commended everywhere, a purpose that should be disapproved by no Christian, man, whether prince or peasant. ' , Maryland is the latest state which has undertaken to abolish department stores. The Illinois legislature tried to get up a bill some time ago, but after striking various difficulties which lay in the way, the effort was abandoned. The bill before the Maryland legis lature proposes . to .revise the lic ense laws of the city of Baltimore, making it necessary to take out a separate license for certain specified classes ot goods and prohibiting the giving of more than one license to one man or corporation for one store or place of business. Inter viewu with some of the Baltimore business men who are not person ally interested show that the more conservative of them doubt the wirdom of the legislation and it will probably be defeated. . The white winged angel of peace no longer hovers over the land. A spirit of war permeates the very atmosphere - that nothing will check. Never before'in the histo ry of the government have the peo ple been so unanimous in favor of forcing hostilities 1 with a, foreign nation. When the war of ,1812 oc curred there was a strong anti-war sentiment! and wtjen. thcTupture between America and Great - Brit ain. was known to ;be inevitable it was a question if 'the' administra tion would be sustained. The same was true when, hostilities began to develope with Mexico'But now the sentiment is alrn'oat universal in favor of reconi'tiinig' . the . lude- penuence pi vuua,, ;crpjcn js ..n ei feet, a declaration, of war with Spain. Hs j i ..!? wM '. i Spokane jobbers have taken ac tion on the question' of pay ing bills through personal checks and in a , circular addressed to dealers, make the annpuncemeat .that hereafter the cost of collection on such remit tances will be charged up to the dealers' account. The subject has attracted', the , attention of , the wholesale houses in many sections, and various plans have been tried to induce country merchants to re mit in exchange. s Uncle Sam has a white ele phant on his bands in the shape of: a hundred or more reindeer. The purchasing of these reindeer in the first place was a school boy act, in fact all actions of the war depart ment in sending supplies to the Klondike were but little better. " i With the construction of the various branches upon which work is in progress or projected, the IV louse country will soon be a net work of railroads. The Northern Pacific and 0. R. & X. are actively engaged in the getting in on the groundfloor in the vicinity of Lewiston, Idaho, and the rumor now comes that the N. P. contem plates an extension from Garfield to Colfax, parallelling the O. R. it N. in that rich territory. Desertions of government land within the gieat forestry reserves ofWeBtern Washington have al ready commenced, and unless re lief is obtained at the present ses sion of congiess serious results from the monumental error of re moving these great tracts from the territory open to settlement will come. It is not improbable that there will be two republican state tickets in the field soon after the Astoria convention. The faction that gets downed will not take defeat com placently orgracefully. POLITICAL CHAFF. ,'. Hon. 0. W. Rigby is in politics.; He wants to be state treasurer and thinks his chances for the nomina tion are becoming brighter every day. From Mr. Rigby's conversa tion a Press representative infers that Wright, of Union county, is the molehill in the way. of Mr. Rigby's political aspirations, and that Alexander, of Pendleton, stands but little show of receiving the nomination. . . . A great contest between Mitchell ism and the people has been in progress in the county during the past few weeks and culminated Wednesday in victory for the peo ple. It is reasonably safe now to suppose that Umatilla county is done with Mr. Mitchell and his entire "push." Let us pray .--Milton Eagle. " ' s The largest primary ever held in the East End was that of the republicans for South Milton pre cinct last Saturday. Two well de fined factions were arrayed against each other and every available re publican was called upon to take sides with one or the other. It was simply a fight on he one hand for clean politics and the best interests of the community, and on the other to gratify personal ambition. As usual the people s champions won by a handsome majority. Milton Eagle. C. A. Barrett, of this city, does not hesitate to 'say that he us a candidate for the office of sheriff, subject to the confirmation ot the Umatilla couuty republican con vention. Mr. Barrett has been prevailed upon by many of his ar dent friends and warm supporters to seek the nomination, and should he be nominated, it is safe to say that he would make a hard fight for election to the ofiice. Wallace McCamant, the well known politician, is in La Grande, says the Chronicle. It is said that Mr. McCamant aspires to the re publican c6ngressional nomination for this district, and his visit here is doubtless to ascertain the feeling of local politicians in regard to the matter. - A Timet Warning.
