Work on Athena's water system will commence in a few days. The following agreement has "received the signatures of the cauncilmen and forwarded to Seattel to bo sign ed by Chas, Power, the second par ty to the agreement. T AGREEMENT. This agreement, made, and en tered into thiB 22nd day of Janu ary, 1895, by and between Charles Power, of Seattle, King county, state of Washington, the party of the first part herein, and City of Athena, a municipal corporation, duly organized and existing under the laws of the state of Oregon, of the county of Umatilla, state of Or egon, the party of the second part herein, acting by and through the finance committee of the Common Council, regularly passed and spread on the minutes thereof, at a meeting thereof held on the zbui day of January, 1895. . Witnesseth, that t he party of the first part, for and in consideration of the covenants and agreements herein contained, and for and in con sideration of the payment to be made to him by the party of the second part of $12,000.00 in bonds of the Baid City of Athena, said bonds to be issued in accordance with the provisions of Ordinance No. 65 of said City of Athsna. does hereby agree to construct and fur nish the party of the second part ,with a water works system, put the same in thorough working order, furnish all material and labor neces sary for so doing, and to do the work arid furnish the material in strict accordance with the printed speci fications, prepared under the direc tion of Adams and Gemmel, civil engineers, (a copy of which speci fications is hereto attached end forms a part of this Agreement,) and in accordance with the plans of said Adams and Gemmel, sub mitted to the City of Athena with said specifications, the same now being on file with the Recorder of said City of Athena, save and ex cept with the following alterations and changes in said specifications, to-wit: The pipe shall be of the Mathe son or Converse Lock Joint type and must otherwise conform to the specifications. Fifteen hydrants shall be used of the Watrous fire hydrant type, and shall be otherwise in conformity with the specifications, each to have two 2-inch hose nozzles. .. The mortar to be used for foun dations may be made of one part of the cement described in the spe cifications and three instead of two parts of Kaod; this change however is only to be made, provided that it be authorized, in writing, by the said Adams and Gemmel. The pumping plant shall consist only of the pump as therein speci fied, together with its foundations and the necessary Bxtures and con nections with steam power, which steam power shall be furnished by" the party of the second part. ,; All pipe must be covered with at least three feet of earth instead of four..'- it - ' " The painting of the tower shall be two good coats of mineral paint mixed with good boiled linseed oil, instead of the paint mentioned in the specifications. And save and except withth following alterations, changes and "addition to said plans, torwit: That the eight-inch pipe; extend ing South from Main Ftrpct to the present well on the City lot shall be omitted, and the 8-inch gate and fir hydrant on said pipe line, pro vided for on said plans and specifi cations, shall be located at any other place on the yntera 4 where the party of the second part may elect. That the tank site shall be locat ed on the North side of Garfield street between Blocks 10 and 11 of the R. R.' Addition to the City of Athena. - That the pump shall be located wheresover the party of the second part may elect and sltall be con nected with the main system by six inch pipe' from any distance therefrom not to exceed the dis tance from the Athena Flouring Mill to the corner of Third and Washington streets in the City of Athena, as shown on the official map of said City, the pumping plant to be changed in accordance with the changes" noted in the change of specifications. That the party of the first part ghail dig one square well with a di ameter of 10 feet each way and of a depth of 20 feet, at any place to be designated by the party of the second part; that said well shall be planked or curbed with three-inch fir planking and cemented from 8uchadeptha8 the party 'of the second part mav elect to a point at least one foot above the water line, it being hereby guaranteed bj the party of the first part that no wat er shall pass through said cement ing into the well, and said cement ing and curbing shall bo covered with a coat of asphaltum. That said well shall be connect ed with the pump by six-inch suc tion pipe furnished with the neces sary gate valves, foot valves, strainers, etc., from a distance not to require more than 200 feet of the said six-inch pipe. It is further agreed by the party of the first part that he will employ all the labor required for putting in said system, with the exception of two or three skilled workmen, from among the citizens of Athena, :sr I'M. wpw4a ,S!H' "JVo community slighted!" provided said labor can be obtained at a rate not to exceed ,$J,7-5' p'er day for ordinary labor and the cur rent rates for skilled labor. The party of the first part agrees to do all the necessary surveying required in putting in said system and to furnish a pump and make a thorough test of the drilled well on the city lot without extra cost to the party of the second part, ex cept for steam power in making said test. The party of the first part affixing his private seal, and the party of the second part affixing the Municipal Corporation seal of the City of Athena, Uma tilla County, Oregon, by its duly authorized officer, W. T. Gilman, -the Recorder of said City of Ath ena, this 23rd day of January, 1895. THE NICARAGUA BILL. Passed the Senate by a Decisive Vote of 31 to 21. The bill pledging the faith of the United States to do the construct ion work of the Nicaragua canal passed'the senate Friday night by the decicive vote of 31 to 21. It was the termination of a debate which has lasted since the present session of congress began. It was moreover, the first realization in either branch of congress of the vast project so long and vigorously urged for a canal joining the Atlan tic and Pacific, with the United States government standing spon sor for the execution of the work. Tho final vote was not secured un til 6:30 Friday night, but notwith- 1 standing the lateness of the hour, there was an exceptionally full se nate owing to the interest felt in t he culmination of the long discus sion. The Nicaragua minister and many other diplomats interested in the project had seats in the dip lomatic galleries throughout the voting on the many amendments and the final question. The bill, in brief, directs the is sue of $70,000,000 Nicaragua canal bonds. Each of these is to bear the following guarantee:' r h1 "Tho United States. os'ffinevrica guarantees to thYlawful holder of this bond the payment by the Ma ritime Cnal Company of Nicara gua of the principal of said bonds and the accruing interest thereon, and as it accrues," An additional $-30,000,000 of bonds is to be issued without the United States guarantee. The total of $100,000,000 thus issued is to ho used in constructing the inter oco anio canal. The secretary .of the treasury is to have general super- ' vision of the project. A board of 15 directors is to have immedinfrt charge of the work. The United " States is to receive $70,000,000 of . . the canal company's stock, in re turn for guaranteeing the bonds, and is to hold a mortgage lien on all the property of the canal comp any. . Senator Raley's Bill. Senator Raley's Eastern Oregon insane asylum bill carries an app ropriation of $140,000, which is theoretically the . some $140,000 left out of the original appropriation made last session, of $165,000 after the $25,000 for the land has been taken out. It does away with tho building commission as contemp lated in the original act and puts the work in tho hands of the gover nor, socretary of state and state treasurer as the asylum board. The Question of Division. Persons remonstrating against division says Umatillla county is not ready lor division because one set of county officers is all that can be supported says the Milton Eagle without making the burden too heavy. Yes, when those officers working for the county on salaries paid by taxpayers use their- office to go to Salem to work against div ision when they should be at home attending to their official duties.
