The soviet answ er says th a t while
th e pact Is vague and has no provi­
sions for disarm ing, yet "It does Im­
pose certain obligations upon coun­
tries before the b ar of public opinion
and sim ultaneously gives the soviet
union a new possibility of subm itting
to all the signatory nations a question
of the g reatest Im portance to the
cause of peace—th at of disarm am ent
—which Is th e one and only guar­
an tee against w ar.”
The note reviews th e efforts of the
Russian governm ent to bring about
disarm am ent and m entions particu­
larly the plan presented by the soviet
rep resen tativ es a t Geneva for to tal
disarm am ent.

night of July 16. 1926.
The condemned man was com par­
atively calm as he stood on the gal­
lows trap.
He walked unassisted from th e
death cell, accom panied by his sp ir­
itual adviser, Frank Novak, and pri­
son authorities.
W hile prison atten d an ts hastily per­
formed th eir last m inute duties and
Novak prayed, Gaines stood unmoved.
Once he com m ented: “Get th is over
as quick as you can.” Those w ere
his last words.
Gaines was convicted August 19,
1926. a fte r a sensational tw ow eeka
tria l of th e brutal slaying of his
■laughter Sylvia Ju n e 16 of th at year.
Subsequent appeals to the state

by the executive officers of the Order
of R ailway Conductors and the Broth­
erhood of Railroad T rainm en and the
railroads of the w estern territo ry in
the dispute betw een them involving
ra te s of pay and certain rules.
Final approval of the agreem ent Is
subject to ratification by the associa­
tions of general com m ittees of the
w estern territory.
Should approval be denied by the
employe associations or general com­
m ittees of the w estern territory, the
board said, th e dispute would continue
to exist and would have to be tre a t­
ed in accordance w ith the law.
It was the belief of the board th at
th e agreem ent, which under the law
cannot be m ade public, will be ac­
ceptable to both sides in the dispute.
T he plan would affect 70,000 em­
ployes on 80 railroads, involving 98
p e r cent of the m ileage w est of Chi­
cago.
