CEMENT CEMENT A special from Spokane, Wash., says that St. John, formerly govern or of Kansas, who has come to Spok ane to begin the fight for prohibition in the state of Washington, made two predictions in the course of an In terview: "Nothing but his death will pre vent the nomination of Theodore Roosevelt to succeed President Taft, and if he Is not elected no other re publican can be. Ten years hence there won't be a legalized snloon within the bound aries of this commonwealth. Spokane will be 'dry' in five years from this time." Mr. St. John said among other things In itpcaking of Roosevelt and Taft: "Theodore Roosevelt Is the sharp est politician in the United States. But for him Mr. Taft would never have been thought of for the presi dency. Roosevelt knew Taft, and so do I, but he knew that Taft is a putty man, soft putty at that. Roosevelt helped to elect Taft. lie knew that his ad in I n 1st ration would lie a failure. "Roosevelt went off to Africa. He Is not mixed up in any of the ques tions before the lieonle today. In the course of 18 months he will re turn, covered with rhino hides, ele phant tusks and glory. The 'howl and yell' element In politics will raise the cry for Roosevelt. The country will go 'wild' over him. Nothing but his death will prevent his nomination to succeed Taft, and if he Is not elect ed It will be because no Republican could win." The republicans bad nominated Blaine and Logan, two fearless Americans, the former tho most noted man of his day, and the latter the idol of nearly a mil lion of the Civil War veterans.' Cleve land had been sheriff of hit county and governor of the state of New York, and was without national re nutation. The campaign wan con- iliieted on personal lines to a very j large extent. The republican candi date, however, had the beat, of it by long odds when the campaign was near Its (lose. Everything seemed to hinge on the state of New York, which had that year 3." presidential electors, so the 'struggle centered In the great Empire stale. Unfortunately, at this time three 1U II. Uurchard, a Presbyterian minister of some prom- innra made a talk at a meeting in New York city In which he arraigned the democratic party, tersely chars-1 ing that it was made up of Hum, Romanism and Rebellion." This neech was used by the Democrats among the Catholics of the state of New York, who had been sppporting nialne. and with some effect. The friends of the noted senator, Rosroe Conklln, of New York, called upon him to save the day, but he refused. having had a personal difference with Mr. Blaine, and consequently u was said that he "sulked in his tent" and flatly refused to enter the fight. St. John, who had been twice gov ernor of Kansas and a candidate a third time, had before the republican convention been anxious to go to Chicago for the reason that the pro hibitionists were Intent. on getting a plank in the Republican platform, but the governor's enemies In Kan- made un of those who were anxi ous to re-submlt the prohibition amendment, had control In the state convention and defeated his election. When the Republican national con vention convened in Chicago bt. John was there as chairman of a na tional committee of prohibitionists and these asked a hearing before the committee on platform. This was denied in the curtest possible terms and St. John, who for more than 20 years had, In every campaign, can vassed his state for the Republican party at his own expense, turned away from the convention with the remark "I am no longer a Republican." The governor went Into the cam nalgn that fall as a leading orator for the national Prohibition party and did effective service in Western New York, reducing the Republican vote In that part of the state to the extent of defeating the party. This was generally acknowledged, but those who did not care to give all the credit of Blain's defeat to St. John said that If only one of the three episodes mentioned had not occurred James G. Blaine would have been elected president. ' The scene In Topeka the night the election returns came in beggars de scription. The community was deep ly disturbed and the crowds around the hotels, composed of fully two thirds of Republicans, felt the de feat of the "Plumed Knight" as a culamitv to the country. St. John was looked upon as the one mnn who was responsible' for it and even his warmest friends blamed him for the disaster. There were men present who expected office at the hand of the Republican administration pro-. vlded they won tho election, and these were loud in the denunciation of St. John. Finally a man who was said to be slated for the United States marshal's office, led a party who pre pared an Imago representing the pro hlbilion governor, soaked it. in coa oil and then hoisted it to a telegraph polo near tho. corner of Sixth and Kansas avenues nmld th .1"'vs of the rougher element.
