Uprising Assuming Alarming Pro portions, the Aim Being to Moke China Id-public. Victoria, B. C, June 26. Refu gees were fleeing to Hongkong from the districts affected by the revolu tion in Southern China when the steamer Empress of Japan, which ar rived yesterday, left Hongkong. All reported the rebel movement as a most protentlous one, with an army organized after European methods. War notes which the rebel leaders promised to redeem at twice face value after the fall of Canton were being issued, proclamations pub lished and everything carried In form. The rebel manifestos are issued In Chinese and English, and have six parts: For the overthrowing of the Manchu dynasty, the establishment of a republican form of government, nationalism of land and utilities, establishment of union between China and Japan and reiorm of Chi nese administration with stssistance of foreign powers. Most of the arms used are French quick firing rifles and machine guns, smuggled during the past t.iree years by way of Amoy and Canton. After capturing the towns on the way to Swatow, the rebel, forces moved again northerly, seemingly making toward Canton, Huichou on the Kowleen and mainland opposite Hongkong was captured, the imperial troops being badly worsted. France is taking advantage of the outbreak to press for a French expedition be ing sent to Canton 'to protect that city, and Peklu officials are reported strenuously opposing such a move. Large quantities of supplies for the rebels are arriving at Hongkong in the name of foreigners. Some bloody Incidents are report ed. At Wongkong, near Swatow, where the civil and military officials are butchered as other cities are taken. Ywang, a customs officials was taken before the standard of the rebels and killed and the standard was sprinkled with his blood, as were some of the banners. This was done In accord with an ancient omen of success. Families of some of the of ficials were forced to drown them selves in wells. Refugees are arriv ing In sad condition, many having abandoned everything, even sick and children In their precipitate flight. Outbreaks have been reported also from Hunnn and Scechuan, and seiz ures of contra' ml arms are being made at the ("hi nest ports. Los Angeles, June 26. Running at terrific speed through an almost Impenetrable fog a Kedondo car of the Los Angeles Pacific Railway,1 crowded with Mexican laborers, ' crashed Into a freight train of the same Hue and was almost totally de molished.
