COMMERCIAL CLUB TAKES UP WORK Mature of Importavnce Taken wp by the Club Offlcere .re Elected. The Commercial Clnb bald special meeting on the evening of December IHth at their room on North Slitb street. There was a good attendance of representatives oitizeos of the clt j and strong lutareat was manifested in working for the up-bnllding of Grants Pass and Josephiua county. M. E. Worrell, editor of the Journal published by the Portland Board of Trade, was present aud submitted a proposition for a write-up of Grants Pass and Josephine oonuty to go in the annual number of the Journal, which Is to be gotten out this month. TIiIh nuimier of the Journal will bo an edition of $5,000 or mote copies and will hare a general write-up of the resource, climate, soil and other fea ture of Oregon that woold give such Information as iuveNtors and home seeker woold desire. The railroad companies aud the Portland Cotiimcr oialOlub will co-operate in the diatri bntion at the papera over the Kait. Each county and the larger towns of the statu will be aidied to t.tke auob )ao4 as titer way desira In which to give facta and informal ion of their local industries and resources. The Club decide to take half a page nt :it. R. 1.. Coe. called attention to the bad condition of the sidewalks and street across the depot grounds and measures are being taken to 'have the city or the railroad company put in concrete walks and t pave the street, lie also favored paving the entire btiaiucM section of Sixth street. Gforge 8. Calhoun alxo strongly pre sented the loss and the disadvantage' that Grants Pans wan miTcring by the almost inipnoMihle condition of it principal streets and of the muddy walks that t'onuectsd the two part of the two parts of the city acroiw the depot grounds. O. S. ltlanchnrd, dep. Bty city attorney, stated that he bad been looking op the legal pha of the question as to whether the railroad com any or th city would have to staud the exwt of the sidewalks and paving mi Sixth street across the de pot grounds, and he had prvpan d a brief covering the points of law in Volved. The trouble betweeu the city and the railroad comtany K'gau when the Oregon California K-iilroad Company that built the line through Grants Vase deliberately built their depot acrvss Sixth street, the culy stret they would allow- to N opened across their extensive area of depot grounds, To drive around tlie dojot building was to trei-spa.s on the lail road hind, to drive throcgh the build iug w.s ih-t vsMblo i,, g, tt!,,. tdwiacle rcim vod and the iii.nn si!, t of the oil) 0. m. lie t. .tin i .?.. i!., r-tty ooun.-il agieed to a cm !.-.,-. s;o posed by the r.iilroad coni :iiiy i'. u hi ivnmdt latloii of the c, uo.v.iv .mviu,; BARTLETT HIXTH STREET its depot ont of the street that the city would release the railroad com paoy from all street aud sidewalk as sessments, and would assume itself that expense. Since that date the city has cared for the street and sidewalks for the COO feet across the depot grounds, bat not in manner satis factory to the public, each succeeding council doiug as little as possible under the impression that the harden should not be borne by tbe oity. Mr. Blaucbard holds that the contract could likely be annulled on tbe ground that it was obtained of the city nuder dares. But if tbe coo- tract should be sustained by the courts then the city coo Id only be held liable for repairs to. the street and sidewalk as that is all that Is stipu lated that the city is to do, though it has been heretofore conceded by the city that repairs civered all costs of constructing and maintaining tbe sidewalks and street paving, air. Blanohard stated that the courts of different states have held that repairs applied to sidewalks and streets only mean maintenance aud not con structing or rebuilding with new material. H. C. Bobziea asked that that the Club bring the question be fore the city council and on wot I on of R. L. Cue committee of five was appointed by R. II. O'Neill, chairman pro tern, consisting of G. S.Ca'houn, II. C. fiobzlen, R. L. Cos and C. L. Mangum. In oouformity to a resolati on pass ed at a previous meeting the Club authorized Secretary Patlllo to notify all members that they were not to take op with any transient advertis ing scheme or subscribe to any con tribution paper until it bad been approvd by the advertising commit tee of the Club. The object of this rule is to suppress the fake adver tising aud unworthy or impracticable contribution schemes. Secretary Patlllo called attention to tbe advantages that a fair would be to the city and county. H. C. Kinney conceded that a fair was helpful in advertising a section and stimulating better methods of aricnlture but previous experience with fair in Rogiis River Valley bad couvinoed him that there waa an unlimited amoont of work and but few workers to make ' a fair self-sustaining financially. The details and date for the Cluhs's annual banuiiet that is to he IhM In j January was left to Chairman Bob nen and his committee that bad been appointed nt a previous meeting. The Commercial Club held their regular election of tdlloers iu the club room Moudav evening, the elec tion resulting as follows: President I.. It. IU11. 1'riasurer-K. I..
