Astoria. Travis Richard Wester-

arrested on a warrant for first-de-
gree theft and other offenses. He
was booked at Clatsop County
Jail.

Thefts and burglaries
• Shoplifting, 8:05 p.m. Aug. 2,
Walmart. Matthew J. Halley,
30, of Portland was cited for
second-degree theft and crim-
inal mischief after he allegedly
attempted to leave the store with-
out paying for $125 in toiletries
and electronics.
• Shoplifting, 8:20 p.m. Aug.
2, Walmart. Tanni A. Kemp-
ton, 39, of Portland was cited
for third-degree theft after she
allegedly attempted to leave the
store without paying for $85 in
clothes, decals and pens.
• Shoplifting, 5:48 p.m. Aug. 7,
Walmart. Tia A. Howard, 31, of
Astoria and Russell D. Brooks,
34, no known address, were
cited for third degree theft and
criminal mischief after Howard
attempted to leave the store with-
out paying for $9 in wax and a
T-shirt and Brooks attempted to
leave the store without paying for
$9 in food and rubber rings.
• Vehicle burglary, 8:37 a.m.
Aug. 8, Del Rey Beach access. A
passenger window was smashed
and an iPhone, wallet and credit
cards were taken.
• Shoplifting, 6:08 p.m. Aug. 8,
Walmart. Vanessa L. Anderson,
36, of Raymond, Wash., was
cited for second degree theft
and criminal mischief after she
allegedly attempted to leave the
store without paying for $150 in
fake eyelashes, underwear and a
handbag.
• Shoplifting, 10:05 p.m. Aug. 8,
Walmart. Danielle J. Martin, 23,
and Alexander G. Surovec, 26,
both of Seaside, were cited for
third-degree theft after Martin
allegedly attempted to leave the
store without paying for $42 in
clothes and a backpack and Sur-
ovec allegedly attempted to leave
the store without paying for $53
in food and electronics.
• Counterfeit bill, 9:44 p.m. Aug.
8, Buoy 9 Restaurant. Employees
reported receiving a counterfeit
$100 bill.

and disturbances
• Criminal mischief, 8:20 a.m.
Aug. 4, 1000 block Southeast
Marlin Avenue. A business owner
reported that someone cut the
lock off his gate.
• Trespassing, 2:20 p.m. Aug. 7,
Rite Aid. Matthew D. Topartzer,
43, no known address, was cited
for criminal trespassing.
• Felon/prohibited person at-
tempting to purchase a firearm,
6:40 p.m. Aug. 8, 200 block West
Marine Drive.
• Trespassing, 10:40 p.m. Aug. 8,
Walmart. Suzanne K. Snodgrass,
50, no known address, was cited
for criminal trespassing after she
allegedly returned to the store
where she’d previously been
trespassed.
Traffic
• Vehicle vs. deer, 1:35 p.m. July
29, Northwest Warrenton Drive
at Northwest Ninth Street.
• Traffic stop, 3:37 p.m. Aug. 3,
200 block Southwest Second
Street. Driver cited for driving
while suspended and having no
insurance.
• Vehicle into bridge railing, 11:44
a.m. Aug. 4, Alternate Highway
101 near Ensign Lane. The driver
told officers she was stung by a
bee and struck the side of the
Skipanon River Bridge.
• Three-vehicle rear-end collision,
no injuries, 12:30 p.m. Aug. 6,
Highway 101 at Harbor Drive.
• Two-vehicle collision, no inju-
ries, 3:06 p.m. Aug. 7, Highway
101, a mile north of the inter-
change with Highway 26. Both
vehicles were towed from the
scene.
• Traffic stop, 3:20 p.m. Aug.
7, Harbor Drive at South Main
Avenue. Driver cited for driving
without a license and having
no insurance. His passenger,
Corinne L. Hatchell, 39, of Gear-
hart, was cited on an outstanding
failure-to-appear warrant.
• Speeding, 4:54 p.m. Aug. 7,
Highway 30, a mile west of West-
port. Richard Lester Wagner, 42,
city not listed, was arrested on
a failure-to-appear warrant and
released due to COVID-19 proto-
cols. He also was cited for failure
to install an interlock device.
• Traffic stop, 9:03 a.m. Aug.
8, Highway 101 near Goodwill.
Driver cited for driving while
suspended.

east of Highway 101 interchange.
Another driver complained about
a pickup headed west with males
inside drinking alcohol and toss-
ing bottles onto the highway. The
vehicle wasn’t found, but later a
trooper found the pickup crashed
