The developer would be charged a fee, such as $3,700 for a typical property with a 50-foot street frontage. The in-lieu fee would be placed in a separate fund for sidewalk construction in more appropriate parts of the city, such as along Harbor Drive. The proposal requires a sec- ond vote at a future meeting.
