Police made contact with Robert Mitchell Swehla, 33, of Astoria, who had an outstanding warrant for contempt of court. He was taken directly to court, which was in session, and was ar- raigned before the judge. • Warrant service, 12:38 p.m. Nov. 3, 100 block South Highway 101. James Daniel Dunlap, 41, no known address, was arrested on a detainer from Clatsop County Parole and Probation. t hefts and Burglaries • Theft of items from log truck, 9:31 a.m. Oct. 29, Northwest 13th Avenue. A man reported someone broke into his truck and stole log binders, pipe, cables, fuel filters, oil and chains valued at $570. • Shoplifting, 5:15 p.m. Oct. 29, Walmart. Erika N. Smith, 31, of Warrenton was cited for third-degree theft and crimi- nal mischief after she allegedly attempted to leave the store without paying for $55 in candy, water and lighters. • Employee theft, 4 p.m. Oct. 30, O’Reilly’s Auto Parts. Erin A. Saulpaugh, 28, of Seaside was ar- rested on suspicion of second-de- gree theft for making fraudulent returns. • Shoplifting, 3:30 p.m. Oct. 31, Walmart. Stephanie V. Luja- no, 27, of Oakdale, Calif., was cited for third-degree theft and criminal mischief after she allegedly attempted to leave the store without paying for $39 in clothes. • Vehicle burglary, 10:35 p.m. Nov. 2, 500 block Pacific Drive. A man reported someone broke the window of his vehicle and stole a $10 cell phone cord. • Shoplifting, 11:31 a.m. Nov. 3, Main Street Market. Angela M. Cushman, 38, of Seaside was cited for third-degree theft after she allegedly attempted to leave the store without paying for $12 worth of propane and snacks. • Shoplifting, 12:47 p.m. Nov. 3, Rite Aid. James D. A driver pulling out of the Home Depot parking lot failed to yield the right of way and was struck by a driver headed south on Ensign. Gary Lynn Cassidy, 68, of War- renton was cited for disobeying a traffic control device and taken by Medix to Columbia Memo- rial Hospital for treatment of injuries. Taxpayers to get a kicker from state Oregon taxpayers can ex- pect a kicker this year after the state Office of Economic Analysis confirmed a $1.5 billion tax surplus for the 2018 tax year, the Oregon Department of Revenue an- nounced. Instead of kicker checks, the surplus will be returned to taxpayers through a cred- it on their 2019 state per- sonal income tax returns filed in 2020. To calculate the amount of credit, filers can multiply their 2018 tax liability be- fore any credits (line 22 on Form OR-40) by 16 percent. Keep in mind that the state will use all or part of your kicker to pay any state debt you owe, such as tax due for other years, child support, court fines, or school loans.
