A small tan dog wear- ing a bright orange collar and a small black dog with a black shoulder harness were running loose and had no tags or identi- fication. Watkins, 24, of Hammond, who was driving a 2010 Honda Accord, struck the back of a motorcycle being driven by Richard Ganoe, 61, of Hammond. Watkins, who left the scene and drove to her home, was arrested on suspicion of reckless driving and failing to perform the duties of a driver when property is damaged. • Expired plates, 2:35 p.m. March 27, South Main Avenue at Sec- ond Street.
