Obituary

Warrenton
Bud Shoop of Warrenton
died March 3 in Lake Hava-
su, Ariz. He was 96.
Shoop worked at Penwalt
Chemical plant in Portland.
He was in the Army as a
young man.
Shoop was at
Fort
Stevens
when it was
shelled by the
Japanese
in
1942.
He
partici-
pated in the al-
lied invasion of
Normandy on
D-Day and at
the Battle of the
Bulge.
He was based
in Korea in the
early
1950s
and, while there, became a
senior air mechanic. After
doing repairs he would take
a plane up to ensure it would
fly correctly, even though he
didn’t have a pilot’s license,
said his daughter, Kathy
Worthington.
He was an avid hunter and
fisher and, in his later years,
learned to square dance. He
was a member of Hayshak-
er Square Dance Club and
helped found the Coast
Swingers in Garibaldi.
He and his late wife, Vivian,
were snowbirds, spending
winters in Arizona and sum-
mers in Warrenton.
Shoop and his twin sister
were the last of his seven
brothers and sisters to be
born and he was the last sib-
ling to pass.
He is survived by two
sons, Norman J. of Salem
and David C. of Vancouver,
Wash; and a daughter, Kathy
Worthington of Warrenton;
and seven grand-children.
At his request, no services
will be held.

NOTICE OF BUDGET COMMITTEE MEETING
A public meeting of the Budget Committee of the Warrenton-Ham-
mond School District #30, Clatsop County, State of Oregon, to dis-
cuss the budget for the fiscal year July 1, 2018, to June 30, 2019, will
be held at Warrenton High School, 1700 S. Main Ave., Warrenton
OR. The meeting will take place on April 11th, 2018, at 6:00 p.m.
The purpose of the meeting is to receive the budget message and
to receive comment from the public on the budget.
This is a public meeting where deliberation of the Budget Com-
mittee will take place. Any person may appear at the meeting and
discuss the proposed programs with the Budget Committee.
A copy of the budget document may be inspected or obtained on
or after April 11th, 2018, at the District Office between the hours of
9:00 a.m. and 3:00 p.m.

NOTICE OF LAPSE OF MINERAL INTEREST
PURSUANT TO ORS 517.180, NOTICE IS HEREBY GIVEN THAT:
1. A mineral interest has been claimed on certain real property located
in Clatsop County, Oregon, commonly known as 85748 Northrup, Creek
Rd, Birkenfeld OR 97016-8229, and more particularly described as follows:
Parcel 1 of Partition Plat No. 1993-022, according to the plat recorded Sep-
tember 22, 1993, in Book 1, Page 135, Clatsop County Partition Plat Re-
cords. Acct. No. 0801 & 0803-60628-00103, Tax ID No. 7577 & 7578.
2. The names of the holders of the mineral interest, as shown of record, are
SWAN W. TORNBLAD and ANNA E. TORNBLAD, both of whom are now
believed to be deceased. A good faith effort has been made to determine the
location or status of any current holders of the mineral interest, and the
address of the current mineral interest holder is unknown and cannot be
determined by due diligence.
3. The instrument creating the original mineral interest was a Warranty
Deed dated June 25, 1981, recorded October 15, 1982, in Book 587, Page 66,
Records of Clatsop County, Oregon. The mineral interest holders reserved
all ownership of mineral rights on said property and the sole right to receive
any lease remuneration or mineral royalties during their lifetime either of
said mineral interest holders.
4. A description of the lands affected by the mineral interest are those
lands described in paragraph 1 above.
5. The names and address of the persons giving this notice are as follows:

6. The date of first publication of this notice is: March 23, 2018. The date

the county courthouse of Clatsop County, Oregon in Astoria, Oregon within
60 days after the date of the last publication of this Notice or the mineral
interest of the holder may be extinguished.

NOTICE OF PUBLIC HEARING
A public hearing is scheduled before the City of Warrenton Planning
Commission at 6:00 p.m. on April 12, 2018, in Commission Chambers at
Warrenton City Hall, regarding a conditional use permit application sub-
mitted by Michelle Diffenbach to build an accessory dwelling unit at 107 NE
Skipanon Drive. The subject property is also identified as Taxlot 810W21
C202.
The application will be reviewed under the procedures, standards and cri-
teria in Warrenton Municipal Code 16.208.050, Type III Procedures (Qua-
si-Judicial) and WMC Chapter 16.220 Conditional Use Permits.
Anyone wishing to participate may testify verbally at the public hearing, of,
if not able to attend the hearing, may submit written testimony, which must
be received by the Warrenton Planning and Building Department by 5:00
p.m. on the day of the hearing. Written comments may be mailed to Kevin
A. Cronin, Interim Community Development Director, Warrenton Plan-
ning and Building Department, P.O. Box 250, Warrenton Oregon, 97146-
0250, or hand-delivered to City Hall, 225 S. Main Ave. Failure to raise an
issue on the record in person or by letter before the close of the record at the
City’s public hearing, or failure to provide statements or evidence sufficient
to afford the decision-making body an opportunity to respond to the issue,
will preclude appeal to the Land Use Board of Appeals based on that issue.
The application and staff report are available for review and/or purchase
at the City of Warrenton Planning and Building Department; or by contact-

seven (7) days before the hearing.
