2022 LEGAL NOTICE OF UNCLAIMED CAPITAL CREDITS
Oregon Trail Electric Cooperative (OTEC) hereby gives notice of UN-
CLAIMED PAYMENTS OF CAPITAL CREDITS.
Pursuant to OTEC bylaws and policy, the names of OTEC Members
entitled to capital credit retirements – who have not yet claimed their
retirements – can be reviewed on the OTEC website at:
www.otec.coop/capital-credits
If you are an OTEC Member and current (or former) consumer of
OTEC, please check the OTEC website and list of Members who
have failed to claim capital credits owed.
Application for re-issuing funds owed may be made at your local
OTEC office or 4005 23rd Street, PO Box 226, Baker City, Oregon
97814. Unless those persons named, or their heirs, claim payment
no later than July 31, 2022, for unclaimed capital credits that have
been available for a period of four years, or December 31, 2017, the
unclaimed funds may be forfeited to the Cooperative. The Board of
Directors has the discretion to contribute all, or a portion, of the for-
feited funds to the Oregon Trail Electric Cooperative Scholarship
Fund to benefit those served by the Cooperative.

MALHEUR NATIONAL FOREST
CLIFF KNOX PROJECT
45-DAY OBJECTION PERIOD
This is a corrected legal notice restarting the objection filing period
for a full 45-days. Those who have previously submitted an objection
need not resubmit.
The Prairie City and Emigrant Creek Ranger Districts of the Malheur
National Forest are releasing the Cliff Knox Project Final Environmen-
tal Impact Statement and Draft Record of Decision for 45-day objec-
tion period. The responsible official is Craig Trulock, Forest
Supervisor, Malheur National Forest.
The Draft Record of Decision identifies the Preferred Alternative as
Alternative 2 with modifications. Modifications to the proposed action
were made to improve elk security and reduce potential impacts from
road construction. The draft decision includes forest and unique habi-
tat restoration activities (commercial, small diameter and non-com-
mercial thinning), landscape scale prescribed burning and managing
unplanned ignitions, road activities (road use and maintenance for
haul, temporary road construction, and road system changes), des-
ignating wildlife connectivity corridors, and forest plan amendments.
The documents are available on the Malheur National Forest website
at: https://www.fs.usda.gov/project/?project=50433. Copies of the
final environmental impact statement and draft record of decision are
available at the Prairie City Ranger District, 327 SW Front Street,
Prairie City, Oregon 97869.
The draft record of decision is subject to an objection process pur-
suant to Forest Service regulations at 36 Code of Federal Regula-
tions (CFR) 218. Specific directions on how to file an objection are
provided in 36 CFR 218.8 (see https://www.ecfr.gov). Objections, in-
cluding attachments, must be filed via the public comment portal,
mail, email, hand-delivery, express delivery, or messenger service
(Monday through Friday, 8:00 am to 4:30 pm, excluding Federal hol-
idays). The preferred method for filing objections is electronically via

Eagle, John Day, Oregon. The publication date in the Blue Mountain
Eagle is the exclusive means for calculating the time to file an objec-
tion. Those wishing to file an objection should not rely upon dates or
timeframe information provided by any other sources. The regulations
prohibit extending the time to file an objection. The objection filing pe-
riod is expected to begin on June 9, 2022, one day following publica-
tion of the legal notice in the Blue Mountain Eagle.
Objections will only be accepted from individuals and entities as de-
fined in 36 CFR 218.2 who have previously submitted specific written
comments regarding the proposed project during either of the 30-day
scoping period or 45-day comment period on the draft environmental
impact statement in accordance with 36 CFR 218.5(a). Issues raised
in objections must be based upon previously submitted timely, spe-
cific written comments regarding the proposed project, unless based
on new information arising after the designated comment opportuni-
ties.
The Responsible Official may not issue a decision for this project until
the Reviewing Officer has responded to all pending objections. When
no objections are filed within the 45-day period, the decision may
occur on, but not before, the fifth business day following the end of
the objection-filing period.

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
Owner-Occupied Housing Rehabilitation Program

On or about June 16, 2022, Grant County will submit a Request for
Release of Funds (RROF) to the Oregon Business Development De-
partment (OBDD) for the release of Community Development Block
Grant (CDBG) funds under Title I of the Housing and Community
Development Act of 1974 as amended, for its housing rehabilitation
program. The purpose of Grant County’s housing rehabilitation pro-
gram is to use to perform repair and rehabilitation of existing single-
family, owner-occupied units located in Incorporated and
non-incorporated areas of Grant, Baker, Union, and Wallowa Coun-
ties. Annually, the program rehabilitates over 10 low- to-moderate-in-
come homes with approximately $400,000 of CDBG funds.
Specific locations of individual units to be rehabilitated cannot be de-
termined prior to the completion of the Area-Wide Environmental Re-
view and the RROF. For the housing rehabilitation activities proposed
Grant County is using a Tiered Environmental Review format and
process proposed under HUD Regulations for the National Environ-
mental Policy Act at 24 CFR Part 58.15.
In this first tier, a broad area-wide statutory review of the housing re-
habilitation program has identified laws and authorities that we have
determined will not be triggered by the location of the rehab program.
These laws include: Floodplain Management (24 CFR Part 55 and
Executive Order 11988), The Coastal Zone Management Act of 1972,
the Wild and Scenic Rivers Act of 1968, The Clean Air Act, The Farm-
land Protection Policy Act of 1981, The Environmental Justice Exec-
utive Order 12898, The Noise Abatement and Control Standard (24
CFR part 51B) and The Explosive and Flammable Operations Stan-
dard (24 CFR Part 51C).
In the second tier review, Grant County identified laws and authori-
ties that must be analyzed with site-specific environmental review
checklists for each property location. These laws include: Historic
Preservation (36 CFR Part 800), Flood Disaster Protection Act of
1973, Floodplain Management (Executice Order 11988), Toxic
Chemicals and Radioactive Materials (HUD Notice 79-33).
An Environmental Review Record (ERR) that documents the envi-
ronmental determinations for this project, along with a copy of Grant
County policies and processes to be followed for site specific re-
views, is on file, and may be examined or copied weekdays from
8:30 a.m. to 4:30 p.m. at:

PUBLIC COMMENTS: Any individual, group, or agency may submit
written comments on the ERR to the Grant County Economic De-
velopment Office. All comments received by June 15, 2022 will be
considered by Grant County prior to submission of a request for re-
lease of funds.
OBJECTIONS TO RELEASE OF FUNDS: OBDD will accept an ob-
jections to its approval of the release of funds and the Grant County
certification for a period of fifteen days following the anticipated sub-
mission date or actual receipt of the request for release of funds
(whichever is later) only if they are on one of the following bases:
OBDD will accept objections to its Release of Funds only if they are
based on one of the following:
A. The certification was not executed by the Certifying Officer of
Grant County.
B. Grant County has omitted a step or failed to make a decision or
finding required by HUD regulations at 24 CFR Part 58.
C. Grant County has committed funds or incurred costs not author-
ized by 24 CFR Part 58 before approval of a release of funds by
OBDD.
D. Another federal agency acting pursuant to 40 CFR Part 1504 has
submitted a written finding that the project is unsatisfactory from the
standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the
required procedure (24 CFR Part 58), and shall be addressed to
OBDD at 775 Summer Street NE, Suite 200, Salem, OR 97301-1280.
Objections to the release of funds on bases other than those stated
above will not be considered by OBDD.
Potential objectors should contact OBDD to verify the actual last day
of the objection period. It is estimated that any objection received
after July 3, 2022 will not be considered by OBDD.
