The Prairie City and Emigrant Creek Ranger Districts of the Malheur National Forest are releasing the Cliff Knox Project Final Environmen- tal Impact Statement and Draft Record of Decision for 45-day objec- tion period. The responsible official is Craig Trulock, Forest Supervisor, Malheur National Forest. The Draft Record of Decision identifies the Preferred Alternative as Alternative 2 with modifications. Modifications to the proposed action were made to improve elk security and reduce potential impacts from road construction. The purpose of Grant County’s housing rehabilitation pro- gram is to use to perform repair and rehabilitation of existing single- family, owner-occupied units located in Incorporated and non-incorporated areas of Grant, Baker, Union, and Wallowa Coun- ties. Annually, the program rehabilitates over 10 low- to-moderate-in- come homes with approximately $400,000 of CDBG funds. Specific locations of individual units to be rehabilitated cannot be de- termined prior to the completion of the Area-Wide Environmental Re- view and the RROF. For the housing rehabilitation activities proposed Grant County is using a Tiered Environmental Review format and process proposed under HUD Regulations for the National Environ- mental Policy Act at 24 CFR Part 58.15. In this first tier, a broad area-wide statutory review of the housing re- habilitation program has identified laws and authorities that we have determined will not be triggered by the location of the rehab program. These laws include: Floodplain Management (24 CFR Part 55 and Executive Order 11988), The Coastal Zone Management Act of 1972, the Wild and Scenic Rivers Act of 1968, The Clean Air Act, The Farm- land Protection Policy Act of 1981, The Environmental Justice Exec- utive Order 12898, The Noise Abatement and Control Standard (24 CFR part 51B) and The Explosive and Flammable Operations Stan- dard (24 CFR Part 51C). In the second tier review, Grant County identified laws and authori- ties that must be analyzed with site-specific environmental review checklists for each property location. These laws include: Historic Preservation (36 CFR Part 800), Flood Disaster Protection Act of 1973, Floodplain Management (Executice Order 11988), Toxic Chemicals and Radioactive Materials (HUD Notice 79-33).
