NOTICE OF PUBLIC HEARING
Notice is hereby given that the Grant County Planning Commis-
sion will conduct a Public Hearing on July 23, 2020, beginning at
5:00 p.m. at the John Day Fire Station, 316 South Canyon Blvd,
John Day, Oregon on the following:
1. Public Hearing to address proposed revisions to the Grant
County Flood Ordinance. Proposed Flood Ordinance
2020-02 will replace the existing ordinance. The changes
are necessary to comply with requirements of the
National Flood Insurance Program (NFIP).
Persons or parties interested or concerned with this subject matter
may appear in person before the Grant County Planning Commis-
sion on July 23, 2020, beginning at 5:00 p.m. at the John Day Fire
Station, 316 South Canyon Blvd, John Day, Oregon. To facilitate

INVITATION TO BID
City of John Day
7th STREET PARKING LOT PROJECT – PHASE 1
Sealed bids for the “7th Street Parking Lot Project – Phase 1” will
be received by the City of John Day until Noon local time on July
23, 2020 at City Hall, 450 East Main St., John Day, Oregon 97845.
Bids will be opened and read aloud at 1:00 P.M., July 23, 2020 at
the City of John Day, Fire Hall Conference Room, 316 S. Canyon
Blvd., John Day, Oregon.
Proposals shall be clearly marked “7th Street Parking Lot Project
– Phase 1” along with time and date of bid opening and shall be
delivered or mailed and received before the above hour and date
to City of John Day, 450 East Main Street, John Day, OR 97845,
attention Nicholas Green, City Manager.
A non-mandatory pre-bid site visit will be held July 13, 2020 at
11am local time at the site. Work is to commence within 10 days of
the date of the Notice to Proceed and shall be completed within 90
calendar days of said Notice to Proceed.
The work consists of the following construction:
Schedule ‘A’ - Site grading of a new 0.90 +/- acre site for a
parking lot. Including stripping and haul-off of the organic mate-
rial, cut and fill of native material, haul-off of excess material and
over excavation of unsuitable subgrade material. Installation of 6”
C-900 water mainline, catch basin, 12” storm drainpipe and drain-
age ditch. Providing, placement and compaction of 3/4-0” base
rock for Phase 2 paving.
Schedule ‘B’ – Construction of new raised concrete crosswalk
for pedestrians on Bridge Street. Including saw cutting existing as-
phalt, remove and haul-off of asphalt, constructing new concrete
crosswalk and pavement markings. City of John Day will provide
all needed traffic control.

All proposals shall be made on Proposal Forms, accompanied by
completed Bidder’s Certification Statements, Insurance Require-
ment Form, Employee Drug Test Certification Form, and First Tier
Subcontractor Form (within two hours of bid closing). Once award-
ed a one hundred percent (100%) performance bond and one hun-
dred percent (100%) payment bond will be required to guarantee
the faithful performance of the contract. Bidders need to be aware
that City of John Day’s office hours are M-F 8:00am-4:00pm and
that overnight delivery service is not always available in this area.
The Contract is for public work subject to ORS 279C.800 to
279C.870.
The City of John Day reserves the right to reject any or all bids if
it is in the public interest to do so, may reject any bid not in com-
pliance with all bidding procedures and requirements, to postpone
the award for 30 days, to delete items from the proposal, and to
award the contract to the lowest possible bidder per each sched-
ule listed.

Surplus Equipment Invitation to Bid
The City of Seneca is accepting sealed bids for the sale of a 1992
Case IH 595 tractor (60hp) with canopy and bucket loader. This
tractor has 870 hours. The minimum bid limit is $12,000 (twelve
thousand dollars). Bids must be submitted in a sealed envelope

NOTICE OF FILING DEADLINE FOR
2020 ELECTION - CITY COUNCIL POSITIONS
Notice is hereby given, under the provisions of Ordinance 94-79-5,
adopted June 28, 1994, the filing deadline for persons wishing to
run for City Council (3 open positions) must be submitted to the
City of John Day at 450 E Main St, by 4:00 p.m., Friday, August
21, 2020; to be on the November 3, 2020 ballot.
Candidate Filing Form SEL 101 and Candidate Nominating Peti-
tion Form SEL 121 will be available online at:

Candidate Nominating Petition form shall contain at least twen-
ty-five signatures of qualified electors residing in the city that are
registered to vote.
If a nominating petition is not used and an individual wishes to

PUBLIC SCOPING NOTICE
The Emigrant Creek Ranger District of the Malheur National For-
est is conducting an analysis under the guidelines contained in the
Healthy Forests Restoration Act (HFRA), on Ochoco National For-
est system lands within the Crow project area. The Crow Hazard-
ous Fuel Reduction project is located in the Emigrant Creek water-
shed, Crowsfoot Creek-Emigrant Creek, Whiskey Creek-Emigrant
Creek, and Bear Canyon Creek subwatersheds; within Harney
County. The proposal includes hazardous fuel reduction activities
including commercial, precommercial, salvage, landscape scale
prescribed burning activities, and road activities. An Environmen-
tal Assessment should form the basis for a decision.
For more information about the proposed action, a scoping pack-
age can be obtained from the Emigrant Creek District Office
in Hines, Oregon or on the Malheur National Forest website at

During this 30-day scoping phase of the NEPA process, we are
seeking input, either verbal or written. We are interested in any site
specific issues, concerns or opportunities that you think need to
be considered in the development of this analysis.

Beaver Table Herbicide Application: Request for Proposals
Mandatory Bid Tour
The Harney County Cooperative Weed Management Area
(HCCWMA) is soliciting Request for Proposals (RFPs) from Ore-
gon licensed aerial herbicide contractors. The purpose of these
specifications is to secure a complete set of services to accom-
plish the aerial application of approximately 2,000 remote acres
of Medusahead rye. Acres to be treated during this project could
be irregular polygons as small as 5 acres, roads, fence lines, and
buffers around water (per label restrictions). ALL treatments must
be done with 7 ounces Imazapic and a surfactant comparable to
Grounded. ALL treatments will also be done with a minimum of 5
gallons of water per acre.

writing for bid transparency. Contractor may delegate authority to
a representative to attend the Bid Tour. A letter must be presented
to the Contracting Officer Representative the day of the tour.

INVITATION TO BID
STARVEOUT - JUNKENS CREEKS FENCE PROJECT
Individually sealed bids will be received from qualified vendors
by Grant Soil and Water Conservation District (hereinafter called
DISTRICT), at 721 South Canyon Boulevard, John Day, Oregon
97845 until 3:00 PM PST, July 21, 2020 for the construction of
approximately 5.5 miles of wire fence (2.2 miles along Junkens
Creek and 3.3 miles along Starveout Creek), in Grant County, Or-
egon. Immediately thereafter, Bids will be publicly opened. The
full Invitation To Bid package, including all Addenda may be ob-
tained through the project point of contact, Kyle Sullivan at 541-
575-0135 ext. 111 or e-mail sullivank@ortelco.net, by visiting the
DISTRICT Office at above address, or at the DISTRICT’S website
www.grantswcd.net
The Project location is approximately 6 miles southeast of the
community of Dale, Oregon. All work associated with this Invita-
tion To Bid must be completed within a 90 day performance peri-
od. Liquidated damages of $100 per day will apply to the contract
resulting from this Invitation To Bid, upon the contractor’s failure to
complete the work within the specified time.
This Invitation to Bid and the resulting Contract are subject
to the provisions of the Federal Davis-Bacon Act (40 U.S.C.
3141 et seq.) and Oregon Revised Statutes 279C.800 through
279C.870 relative to Oregon Prevailing Wage Rate Law.
A voluntary pre-bid conference and tour of the work area will be
conducted July 14, 2020 at 9:00 AM (PST). The tour will initiate
at the Junction of Highway 395 and Forest Service Road #10. Bid-
ders must provide their own transportation; ATVs WILL BE REQI-
URED TO ACCESS THE FENCE ROUTE.
Bidders are not required to attend this voluntary pre-bid con-
ference and tour, but with the complexity of this project it is
strongly recommended that bidders or their representatives
attend.
Project will require the use of a mechanized post pounder,
Shaver Manufacturing Company LLC Model HD-10 or DIS-
TRICT approved equivalent, capable of driving a post to a
depth of 3 feet in undisturbed rough terrain.
Individually sealed envelopes or packages containing bids and
supporting data as stipulated in the instructions to Bidders shall
be clearly marked with the vendor’s name and the fence project
name, STARVEOUT – JUNKENS CREEKS FENCE PROJECT.
Bids sent by mail should be forwarded by certified mail, return re-
ceipt requested, addressed to the DISTRICT as shown above, in
care of Pat Holliday, and likewise shall be clearly marked or en-
dorsed as stated herein.
Bids received after the time established for receipt of bids will not
be considered. Bids may be withdrawn or modified in writing at
any time prior to bid opening, following the guidelines established
in the Invitation to Bid.
The DISTRICT may reject any Bid not in compliance with all pre-
scribed public bidding procedures and requirements and reserves
the right to reject for good cause any or all Bids in whole or in part
upon the finding of the DISTRICT that it is in the public interest to
do so, to waive irregularities not affecting substantial rights, and to
postpone the award of the work as necessary for a period of time
not to extend beyond thirty (30) days from the Bid Opening Date.
Bid prices quoted shall remain firm for a period of thirty (30) days
from the date of Bid Opening.
The apparent successful Bidder shall provide all required proofs of
insurance, furnish all applicable security bonds, and other speci-
fied deliverables to the DISTRICT within twelve (12) calendar days
from date the Intent-to-Award Announcement is issued by the
DISTRICT. Failure to present the required documents within this
period may result in Bid rejection.
