1. A Public Hearing will be held to address naming of a road in
response to a petition submitted by property owners. Road naming
is necessary in order to promote the health, safety and welfare of the
public. Petition number ADD-18-26, was submitted by Ted Williams
to request the name Bluebird Road be assigned to a private road
in Grant County. The road is a private road that serves more than
three buildings. It intersects with West Bench Road at Township 13
South, Range 31 East, Section 34, W.M. and proceeds generally to
the North.

Austin Project
30-Day Scoping Period
The Malheur National Forest – Blue Mountain and Prairie City
Ranger Districts and Wallowa-Whitman National Forest – Whitman
Ranger District is initiating the 30-day scoping period for the Austin
Project. The proposed action includes watershed, fisheries, upland,
and unique habitat restoration; hazardous fuels buffer treatments;
prescribed burning; road activities; road system changes; and
recreation developments within the approximately 78,000-acre
planning area. The overall purpose of the project is to foster forest
and aquatic ecosystems resilient to a changing environment, and
to promote healthy watershed function and process. The planning
area is located approximately 9 miles northeast of Prairie City,
Oregon in the Bridge Creek – Middle Fork John Day watershed,
and the headwaters of the Middle Fork John Day River. The legal
description includes various sections in: T10S, R35E; T 10S, R35-
1/2E; T11S, R35E; T11S, R35-1/2E; T11S, R36E; T12S, R34E; T12S,
R35E; T12S, R35-1/2E; T12S, R36E; T13S, R35E; T13S, R35-1/2E;

There will be a public open house on Tuesday, July 30, 2019, from
4:30 to 6:30 pm at the Malheur National Forest Supervisor’s Office,

Participants will have the opportunity to contribute information,
ideas, or concerns, and discuss the project with members of the
project’s interdisciplinary team. From 4:30 to 6:00 pm the format
will be an open house style with members of the interdisciplinary
team available to answer questions about the project. At 6:00 pm
there will be a group round robin session with the opportunity for
participants to share what they most value about the planning area
and what they would like to see happen as part of the project. We
hope you can attend the meeting, but if you cannot and wish to be
involved, please see below on how to submit comments.
Instructions for comments: The scoping period will begin when
the Notice of Intent (NOI) to prepare an environmental impact
statement is published in the Federal Register. The publication date
is anticipated to be July 8, 2019; therefore, to be most useful, and to
have standing to object to the project, comments on this proposed
action must be received on or before August 7, 2019. The exact
publication date in the Federal Register can be obtained by check-
ing the Federal Register (http://www.archives.gov/federal-register/
index.html) or the Forest’s website (see above) for the exact date
that the NOI is published. The publication date in the Federal Reg-
ister is the exclusive means for calculating the scoping period for
this proposal. Those wishing to comment should not rely on dates
or timeframe information provided by any other source.

may request the agency to withhold a submission from the public

The draft Environmental Impact Statement for this project will be
