HOLLIDAY PIT AND NAUMANN PIT STOCKPILE AGGREGATE
PROJECT
Sealed bids for the “Holliday and Naumann Stockpile Aggregate
Project” will be received by the Grant County Road Department until
2:00 P.M. local time on July 18st, 2019. Bids will be opened and
read aloud at the above time and date at the Grant County Road
Department Conference Room, 27941 Lower Yard Road, John Day,
Oregon. Bids will later be reviewed by the Road Department office
for compliance and a recommendation made to the Grant County
Contract Review Board for approval.
The point of contact for this procurement will be the Road Master,
Alan Hickerson. All questions or issues that may arise regarding
bidding, bid award process, or specifications shall be directed to the
Road Master or Project Engineer. The official response to any ques-
tions or request will be through the addendum process outlined in
the bid documents. To request bid packets or examine, contact Sisul

Proposals shall be clearly marked “Bid for Holliday and Naumann
Stockpile Aggregate Project” along with time and date of bid open-
ing and shall be delivered or mailed and received before the above
hour and date to Grant County Road Department, 27941 Lower Yard
Road, John Day, OR 97845, attention Alan Hickerson, Road Master.
(OVERNIGHT MAIL SERVICE is not always available in the area,
check with your carrier before sending.)
A non-mandatory pre-bid site visit will be held July 8th, 2019 at 10:00
a.m. local time; meet at the Road Department Office, 27941 Lower
Yard Road, John Day, Oregon, and we will proceed to the pit sites.

The work consists of the following construction:
Schedule ‘A’ Holliday Quarry, is the production of 10,000
cubic yards of surface gravel 3/4” minus, 5,000 cubic yards of 1 1/2”
minus, 5,000 cubic yards of 3/8” sanding rock, 5,000 cubic yards of
1/2” chip seal rock, 5,000 cubic yards of 3/8” chip seal rock and 2,500
1/4-10 oil rock, stockpiled at the specified locations. The contractor
is responsible for all the labor, equipment, and materials needed for
drilling, blasting, crushing, hauling, traffic control, water hauling, pol-
lution and erosion control necessary to produce this product.
Schedule ‘B’ Naumann Quarry, is the production of 10,000
cubic yards of surface gravel ¾” minus, and 3,000 cubic yards of
6” jaw run, stockpiled at the specified locations.. Contractor is to
improve the stockpile location by placing some of the 6” jaw run,
to level and improve the base of the stockpile. The contractor is
responsible for all the labor, equipment, and materials needed for
drilling, blasting, crushing, hauling, traffic control, water hauling, pol-
lution and erosion control necessary to produce this product.
Bidders may bid on one or both bid schedules. Work is
to commence within 10 days of the date of the Notice to Proceed
and shall be completed within 120 calendar days of said Notice to
Proceed, unless extension is approved.

Contracts will be awarded to the lowest responsive and responsible
bidder meeting all the requirements of the bid submission, qualifica-
tions, references, and specifications offering the total lowest price for
each schedule. Grant County Road Department reserves the right
to withdraw any item(s) from the award if it is in their best interest.
Grant County Road Department may cancel this procurement or re-
ject any or all bids in accordance with ORS 279B.100.
Eligible bidders must provide contact information and be on the Bid-
ders List. All proposals shall be made on proposal forms, accompa-
nied by completed Bidder’s Certification Statements, Drug Testing
Program Certification Form, Insurance Requirements Form, Propos-
al Form, Bid Bond (10%), and First-Tier Subcontractor Disclosure
Form (within two hours of bid closing). Once awarded a one hundred
percent (100%) performance bond and one hundred percent (100%)
payment bond will be required to guarantee the faithful performance
of the contract.
