Notice is hereby given that on May 21, 2019 an election will be held
in Grant County, Oregon.
Notice is hereby given that a ballot title for a General Obligation
Bond Measure referred by School District #16J has been filed with
the County Clerk of Grant County on February 25, 2019. The ballot
title meets the single subject requirement. The following shall be
submitted to the qualified electors thereof:
TITLE: Authorizes General Obligation Bonds to Renovate School
District Facilities
QUESTION: Shall Dayville School District issue $700,000 of gen-
eral obligation bonds for capital costs, renovate facilities and re-
ceive $700,000 State grant? If the bonds are approved, they will be
payable from taxes on property or property ownership that are not
subject to the limits of sections 11 and 11b, Article XI of the Oregon
Constitution.
SUMMARY: Dayville School District No. 16J was awarded a State
grant in the amount of $700,000 which is available only if the bonds
are approved. If the bonds are not approved, the grant funds will be
given to another district.
If approved, this measure would finance capital costs within the Dis-
trict, including:
- Repairs and upgrades to the high school including security and
ADA improvements, roof, plumbing and waste water drainage ren-
ovations
- Repairs and upgrades to the elementary school including safety
improvements, electrical, wiring and lighting renovations
- Improvements to the stage area
- Pay issuance costs
Bonds would mature in 16 years or less from the date of issuance.
If approved, the tax rate is estimated to be $1.68 per $1,000.00 of
assessed value. Actual rates may vary based upon interest rates
incurred and changes in assessed value.
An elector may file a petition for review of this ballot title in Grant
County Circuit Court no later than 5:00 p.m. on March 7, 2019.

ing sealed proposals from qualified firms or individuals to provide
engineering services for design and construction management con-
cerning City’s wastewater system expansion and improvements.
City’s wastewater system improvements are described in Alternative
B in the City’s 2018 Wastewater Facilities Plan Update and include
construction of a new mechanical wastewater treatment facility with
aerobic digestion and construction of a purple pipe network for dis-
tribution of class A reclaimed water. City is seeking qualified firms or
individuals to provide professional engineering services, including,
without limitation, (a) preliminary and design engineering, including
plans and specifications, for certain wastewater system improve-
ments, and (b) complete construction management services for the
project.
