NEWS BlueMountainEagle.com Wednesday, January 16, 2019 A5 Maynard recognized for 30 years service By Richard Hanners Blue Mountain Eagle Valerie Maynard was rec- ognized by the John Day City Council for 30 years of service at the John Day 911 Emergency Communica- tions Center during the city council’s Jan. 8 meeting. Maynard is now the dis- patch manager for the Grant County Emergency Com- munications Agency, which continues to operate at the John Day City Hall location while remodeling work con- tinues at the agency’s new location in the John Day Fire Hall. According to the plaque presented to Maynard, she was recognized, “For han- dling each emergency with uncompromised competence and integrity, for being the steady voice in a storm, for using courage and compas- sion, and for providing such a meaningful service to the citizens of Grant County.” In other city council news: • Councilors Paul C. Smith and Shannon Adair were sworn in. Councilor Gregg Haberly and Mayor Ron Lundbom were absent and will be sworn in at a later time. Councilor Brandon Smith, who also was absent, was appointed council pres- ident. He will replace Steve Schuette, who has served a long time as council president. • A request from Heart of Grant County to waive sys- tem development charges for the nonprofi t group’s new offi ce and shelter was tabled after Councilor Dave Holland noted that the pro- posed site once had homes connected to city water and sewer. The site was likely grandfathered in and not required to pay system devel- opment charges, he said. A report on the city’s sys- tem development charges fund by Anna Bass of the Solutions accounting fi rm in John Day was postponed. • The council unani- mously approved two reso- lutions relating to funds used to complete the John Day Fire Hall. The fi rst approved a 10-year $306,345 interfund loan from the city’s water fund to its general fund at 3.34 percent interest. The second approved a 20-year $168,976 loan from the city to the John Day Rural Fire Protection Dis- trict at 1.5 percent interest to cover the district’s share of the tenant improvements at the fi re hall. The city council agreed in April 2018 to pay off the $62,000 promissory note on the land for the fi re hall and borrow $300,000 to com- plete construction of the fi re hall using fi nancing from Washington Federal. City Manager Nick Green said the rural fi re district board approved the loan and fi nancial arrangement. Cost overruns for construction of the fi re hall were blamed on unexpected requirements by the state. • The city council will review an audit report on Jan. 22 and present its annual public safety report on Feb. 12. Grant County Circuit Court Justin L. Teeman, 28, Burns, pleaded guilty Nov. 29 to driving under the infl u- ence of intoxicants and mis- demeanor fourth-degree assault committed on Aug. 9. He was sentenced to 45 days jail, 24 months probation, 80 hours community service and $2,455 in fi nes and fees. His driver’s license was sus- pended for one year, and he was ordered to install an igni- tion interlock on any vehicle he drives. Charges of reck- less driving while endanger- ing another person and reck- less driving were dismissed. Joyce A. Offi cer, 65, John Day, pleaded guilty Jan. 10 to misdemeanor fourth-de- gree assault committed on Oct. 19. She was sentenced to 120 hours jail, 18 months pro- bation, 20 hours community service and $200 in fi nes and fees. Mitchell D. Long, 48, John Day, pleaded guilty Jan. 10 to misdemeanor failure to report as a sex offender committed on Nov. 19.
