2018 OTEC Unclaimed Capital Credits
Oregon Trail Electric Cooperative (OTEC) hereby gives notice of
UNCLAIMED PAYMENTS OF CAPITAL CREDITS OWED TO THE
NAMED PERSONS ON RECORD. Such unclaimed capital credits
have been available to OTEC Members since December 31, 2014.
Pursuant to OTEC bylaws and policy, the names of OTEC Members
entitled to capital credit refunds – who have not yet claimed their
refunds – can be reviewed on the OTEC website at: www.otecc.com/
members/unclaimed-capital-credit. If you are an OTEC Member and
current (or former) consumer of OTEC electric power, please check
the OTEC website and list of Members who have failed to claim capi-
tal credits owed. Application for re-issuing funds owed may be made
at your local OTEC office or 4005 23rd Street, PO Box 226, Bak-
er City, Oregon 97814. Unless those persons named or their heirs
claim payment no later than January 31, 2019, the unclaimed funds
will be forfeited to the Cooperative or, where required, forwarded to
the Department of State Lands. Historically, the Board of Directors
has contributed the amount of the forfeited funds to the Oregon Trail
Electric Cooperative Scholarship Fund to benefit those served by
the Cooperative. As required by law, and pursuant to OTEC Bylaws,
OTEC will “publish notice of the redemption” [i.e., forfeiture] of un-
claimed capital credits in the leading Baker County newspaper of
general circulation, for four consecutive months, simultaneously no-
tifying the public to go to the OTEC website ( www.otecc.com/mem-
bers/unclaimed-capital-credit ) to see if they, or someone they know,
have unclaimed capital credits. If you know someone named on the
list, please have them contact their local OTEC office to update their
account and apply for their unclaimed capital credits. Legal Notice

TRUSTEE’S NOTICE OF SALE
A default has occurred under the terms of a trust deed made by
Ernst M Gipson, a single person, whose address is 418 SW Brent Dr,
John Day, OR 97845 as grantor to Fidelity National Title Ins Co, as
Trustee, in favor of Wells Fargo Bank, N.A., as named Beneficiary,
dated May 8, 2014, recorded May 9, 2014, in the mortgage records
of Grant County, Oregon, as Instrument No. 20140919B; Wells Fargo
Bank, N.A. is the present Beneficiary as defined by ORS 86.705(2),
as covering the following described real property: as covering the
following described real property: The Northerly half of Lot 55 and
the Southerly half of Lot 56 of Brent’s Addition to the City of John
Day, Grant County, Oregon, as shown by the plat thereof on file and
of record in the office of the county clerk of said county and state re-
corded June 3, 1937, in Book 1 of Town Plats, at page 17. COMMON-
LY KNOWN AS: 418 SW Brent Dr, John Day, OR 97845. Both the
beneficiary and the trustee have elected to sell the said real property
to satisfy the obligations secured by said trust deed and a notice
of default has been recorded pursuant to Oregon Revised Statutes
86.735(3); the default for which the foreclosure is made is grantor’s
failure to pay when due the following sums: Monthly payments in the
sum of $2,601.12, from November 1, 2017 and monthly payments in
the sum of $2,034.99, from March 1, 2018, plus prior accrued late

notice hereby is given that the undersigned trustee will on October
15, 2018, at the hour of 12:00 PM PT, in accord with the standard
time established by ORS 187.110, at the main entrance to the Grant
County Courthouse, located at 201 South Humboldt Street, in the
City of Canyon City, OR, County of Grant, State of Oregon, sell at
public auction to the highest bidder for cash the interest in the said
described real property which the grantor has or had power to con-
vey at the time of the execution of said trust deed, together with
any interest which the grantor or his successors in interest acquired
after the execution of said trust deed, to satisfy the foregoing obli-
gations thereby secured and the costs and expenses of sale, includ-
ing a reasonable charge by the trustee. Notice is further given to
any person named in ORS 86.778 that the right exists, at any time
that is not later than five days before the date last set for the sale,
to have this foreclosure proceeding dismissed and the trust deed
reinstated by paying to the beneficiary of the entire amount due (oth-
er than such portion of the principal as would not then be due had
no default occurred) and by curing any other default complained of
herein that is capable of being cured by tendering the performance
required under the obligations or trust deed, and in addition to pay-
ing said sums or tendering the performance necessary to cure the
default, by paying all costs and expenses actually incurred in enforc-

86.778. Notice is further given that reinstatement or payoff quotes
requested pursuant to ORS 86.786 and ORS 86.789 must be timely
communicated in a written request that complies with that statute,
addressed to the trustee’s “Reinstatements/Payoffs – ORS 86.786”
either by personal delivery or by first class, certified mail, return re-
ceipt requested, to the trustee’s address shown below. Due to po-
tential conflicts with federal law, persons having no record legal or
equitable interest in the subject property will only receive information

Cliff Knox Project
30-Day Scoping Period
The Prairie City Ranger District of the Malheur National Forest is ini-
tiating the 30-day scoping period for the Cliff Knox Project. The pro-
posed action includes vegetation and fuels treatments, landscape
underburning, wildlife habitat designations, road activities to support
vegetation and fuels treatments, and road system changes within
the 40,000-acre project area. The overall purpose of the project is to
improve forest health and increase resilience to drought, fire, insects
and diseases and other disturbances. Additionally, there is an op-
portunity to contribute to the economic stability of local communities
that depend on timber resources for their livelihood.
The Cliff Knox project area is located 30 miles southeast of Prairie
City, Oregon, and is situated on the Prairie City and Emigrant Creek
Ranger Districts in Grant and Harney counties. The project area is in
the Bluebucket Creek and Cliff Creek-Malheur River subwatersheds,
and includes the Malheur River Inventoried Roadless Area and part
of the Malheur Wild and Scenic River corridor. The legal description
for the project area includes Townships 17 and 18 South and Ranges
33, 34, and 35 East, Willamette Meridian.

The scoping period will begin when the notice of intent to prepare an
environmental impact statement is published in the Federal Register.
The publication date was Friday, July 20, 2018; therefore, to be most

this proposed action must be received on or before Monday, August
20, 2018. The exact publication date in the Federal Register can be
obtained by checking the Federal Register (http://www.archives.gov/
federal-register/index.html) or the project website (see above) for the
exact date that the notice of intent is published. The publication
date in the Federal Register is the exclusive means for calculat-
ing the scoping period for this proposal. Those wishing to com-
ment should not rely on dates or timeframe information provided by
any other source.

This project is subject to comment pursuant to 36 Code of Federal
Regulations (CFR) 218, Subparts A and B. Only those who submit
timely project-specific written comments during a public comment
period are eligible to file and objection. Individuals or representatives
of an entity submitting comments must sign the comments or veri-
fy identity upon request. Comments received, including the names
and addresses of those who comment, will be considered part of
the public record on this proposal and will be available for public
inspection (40 CFR 1501.7 and 1508.22; Forest Service Handbook
1909.15, Section 21). Comments submitted anonymously will be ac-
cepted and considered.
