Every effort is made to report the court dispo- sition of arrest cases. Grant County Circuit Court Allan N. MacMillan Jr., 58, Prairie City, was convicted May 24 of refusing to take a test for intoxicants on Feb. 9. He was ordered to pay a $400 fine. A charge of driving under the influence of intoxicants was dismissed. Tyler D. Dehiya, 24, Mt. Vernon, pleaded guilty May 24 to felony conspiracy to commit a Class A felony and misdemeanor possession of methamphetamine committed on March 1 and misdemeanor possession of methamphet- amine committed on March 29. In an amended judgment, he was sentenced to prison for 16 months and 36 months proba- tion after failing to enroll in the Pacific Northwest Adult and Teen Challenge Program. Mathew P. Walker, 34, John Day, pleaded guilty June 13 to felony possession of metham- phetamine committed on April 16. He was sentenced to prison for 18 months, probation for 24 months and a $200 fine. A charge of attempting to commit a Class B felony was dismissed. Clayton C. Lewis, 39, Prai- rie City, pleaded guilty June 14 to misdemeanor menacing constituting domestic violence committed on May 1. He was placed on bench probation for 18 months and ordered to com- plete 60 hours of community service and pay a $200 fine. A charge of interfering with mak- ing a report was dismissed. A5 Ethics violation a warning to others Blue Mountain Eagle A former Prairie City City Councilor recently admon- ished by the Oregon Gov- ernment Ethics Commission cautions others to maintain a paper trail. Viola Rose was accused by the commission of failing to file annual statements of economic interest by April 15 as required in 2013 and 2015, but she told the Eagle she did send them in on time. Each instance could have carried a fine of up to $5,000, but no fines were issued. In- stead of a civil penalty, the matter was settled with a let- ter of education, according to the stipulated final order. Rose signed the settlement but maintained she sent the documents — multiple times. “It was really stupid. Ri- diculous, really,” she said. One year, she said she tried to send the documenta- tion in three times. At first, the commission informed her it had not re- ceived the statement, Rose said, but the commission lat- er stated the document may not have been signed or a question may not have been answered. During her final year in office, Rose said she began paying the extra fee at the post office to confirm de- livery of the documents. “When you send them in, send them in return receipt requested,” she said. “I didn’t. I just sent them regular mail, and they didn’t get to the right department, I’m sure.” Two arrested on burglary, theft charges Blue Mountain Eagle Two people have been arrested on burglary and theft charges from a building near Prairie City. Thomas Grant Pifher and Heather Dawn Lee Carter were both indict- ed May 30 on charges of second-degree burglary and first-degree theft of con- struction tools and equip- ment valued at more than $1,000. The crimes alleged- ly occurred between Dec. 25, 2017, and May 1 at a res- idence on North River Road southeast of Prairie City, ac- Thomas Pifher Heather Dawn Lee Carter cording to court documents. Pifher, born in 1962, lives at a residence in Haines, and Carter, born in 1987, is home- less from Baker City, accord- ing to court documents. Both are scheduled to enter pleas July 19 in Grant County Circuit Court. Committees are formal public bodies required to comply with Oregon Public Meetings Law ORS 192.610. ORS 341.019. Seven members plus three ex- officio members serve three year terms and meet monthly to promote local educational opportunities and identify educational needs within the local community. ORS 215.020. Nine members serve four year terms and two alternates serve two year terms, meeting as needed to review land use and zoning applications and discuss city and county growth issues and the siting of new facilities. Members must be residents of various geographic areas within the county and no more than two voting members shall be engaged in the same kind of business, occupation, trade or profession with agriculture designations of livestock / forage crop production and horticulture / specialty crop production. Commissioners serving in this capacity must file an Annual Verified Statement of Economic Interest with the Oregon Government Ethics Commission. Members must re-apply to the County Court before their term ends if they wish to be re-appointed. ORS 410.210. Five members serve three year terms and meet semi-annually to define the needs of older adults, promote special interests and local community involvement, and represent senior citizens as an advocate to the local, state and federal government and other organizations. 64140
