Kevin J. Rapp, 32, is charged with at- tempted murder, first-degree assault and unlawful use of a weapon. His bail was reduced to $175,000 on Jan. 16, and he remains in Grant County Jail. Grant County District Attorney Jim Carpenter appeared in court. Raschio said Carpenter had present- ed an offer on Feb. 21, but Raschio had recently received a lengthy report from the state crime lab that included new discovery evidence, which he needed to review. With that said, Raschio said he was prepared to set a schedule for future hear- ings and a trial. Carpenter suggested a tri- al could last one to one-and-a-half weeks. Raschio agreed. “It’s a whodunnit case,” Raschio said, and would take a little time to try. Cramer set a plea hearing for 8:30 a.m. March 29 and set a trial date of Aug. 20-31. Raschio said he wasn’t sure if the case could be resolved before the trial date and added that he would need at least a day for presenting motions. Ambulance responds Court action delayed in Spray rodeo theft case to minor injury at Grant County Jail EO Media Group Joann Pearl Griffith of Spray said she showed up to court Friday to face charges of theft and computer crime, but nothing happened. Griffith is the secretary of the Spray Rodeo Association. A Wheeler County grand jury indicted her on 35 counts al- leging she stole thousands of dollars in 2016 and 2017 from the rodeo associa- tion and the Haystack Cemetery Associ- ation. Griffith said she went to Wheeler County Courthouse, Friday, for an ar- raignment, but she never saw the charges. “They told me come back with a law- yer,” she said. Court records show the Circuit Judge Janet Stauffer presided over Friday’s proceeding and found Griffith did not qualify for a public defender. The court set March 23 as the next hearing. According to the court schedule, that would be for a change of plea. Griffith, however, said she never entered a plea Friday. Beyond that, she said she did not want to comment until after the next hearing when she would know more about the case. Court records show a Wheeler Coun- ty grand jury indicted Griffith on Feb. 7 on the following charges: five counts of first-degree theft; two counts of sec- ond-degree theft; 27 counts of computer crime; and one count of fraudulent use of a credit card. All the charges are felonies ex- cept the second-degree theft. Twen- ty charges apply to the ceme- tery association and the rest to the rodeo. The indictment alleges Griffith used a computer to steal from the two orga- nizations, taking more than $3,000 from the cemetery and more than $2,000 from the rodeo. Blue Mountain Eagle A 32-year-old female inmate on tribal charges at the Grant County Jail was injured Feb. 26. A John Day ambulance was dispatched to the jail at 11:43 a.m. Grant County Sheriff Glenn Palmer referred The Eagle to the Burns Paiute Tribal Police for more infor- mation. Burns Paiute Tribal Po- lice Chief Carmen Smith said the injury was not se- rious, and he was surprised an ambulance was sent. He said it was Grant County Jail’s policy not to discuss such matters in public and that he would honor their policy. C OPS AND C OURTS Grant County Circuit Court Raymond J. Janczyk, 48, Springfield, pleaded guilty Feb. 8 to felony second-de- gree burglary at a downtown John Day location Feb. 2. He was sentenced to 24 months in prison and 12 months of post-prison supervision. He also was ordered to pay $3,278 in restitution to two individuals and one down- town business. Janczyk also pleaded guilty Feb. 21 to misdemeanor second-degree theft and misdemeanor un- lawful entry into a motor ve- hicle, both on Feb. 1. He was sentenced to six months in the county jail, concurrent with the Feb. 21 sentence for bur- glary and a July 19 sentence for first-degree theft, first-de- gree forgery and fraudulent use of a credit card. Travis A. Palmer, 27, Mt. Vernon, pleaded guilty Feb. 22 to two counts of misde- meanor harassment on Jan. 1. He was sentenced to two days in jail, 48 months bench probation, 80 hours com- munity service and $300 in fines. He was also ordered to complete an anger manage- ment program. Oregon State Police Feb. 14: Two minors were cited for illegal marijuana use after their Subaru was pulled over for speeding on Highway 26 east of Mitch- ell. The driver, Isaiah F. J. Hussey, 18, Bend, was cited for DUII. The 17-year-old female passenger was cited for consuming marijuana in a motor vehicle traveling on a highway. Both were cited for being minors in possession of a marijuana item. Feb. 14: A driver was ejected from a Dodge pick- up after it lost traction on a snowy and icy roadway and rolled over on Highway 395 north of Bear Valley Road. A passing motorist transported the driver and a passenger to the hospital in Burns. Feb. 16: Noah P. E. Fulfer, 23, was cited for DUII follow- ing a single-vehicle crash on Highway 26 near Dixie Sum- mit. A breath sample indicated his blood alcohol content was 0.12 percent. Feb. 16: A driver who was reaching for a soda in a GMC SUV slid off Highway 26 north of Battle Mountain Summit and ended up against a group of trees on a steep em- bankment. He wasn’t injured. Feb. 18: Paul L. Roark, 21, was arrested and charged for DUII controlled substanc- es after being pulled over on Highway 26 near Laycock Creek Road. Feb. 23: James A. Ryan, 58, Canyon City, was cited at a John Day restaurant for failing to register as a sex of- fender. Feb. 23: Daryl R. Guthrie, 39, John Day, was arrested at a grocery store parking lot in John Day and charged with DUII and failing to provide a breath sample. After serving a search warrant, his blood al- cohol level was measured at 0.225 percent. Feb. 23: Responded to a single-vehicle slide-off on Highway 26 near Austin Junc- tion.
