Public Notice USDA Forest Service-Malheur National Forest Prairie City Ranger District Prairie City, Oregon Summit Creek Landscape Restoration Project Notice of 45-day Objection Filing Period The Prairie City Ranger District of the Malheur National Forest has prepared a draft decision notice and finding of no significant impact (DN/FONSI) and a final environmental assessment (FEA) for the Summit Creek Landscape Restoration Project (Summit). These documents are available on the Malheur National Forest website at: https:// www.fs.usda.gov/project/?project=42450. The draft DN/FONSI identifies a suite of actions to improve the ecological structure and function of forest ecosystems; restore riparian vegetation, including aspen and other hardwood vegetation; reduce fuel loading and fire hazard across the landscape; and reduce road-related impacts on approximately 38,000 acres of National Forest System lands. Activities include 28,700, acres of silvicultural and associated slash treatments, 29,900 acres of prescribed burning, 2021 acres of riparian habitat conservation areas treatments, 2,750 acres of wildlife habitat enhancement, 10 miles of temporary road construction, 215 miles of existing Forest Service system road for log haul (including road maintenance), 32 miles of road closures (changing from maintenance level 2 to 1), and confirmation of 44 miles of past administratively closed roads. This project also includes forest plan amendments to: remove trees greater than or equal to 21 inches diameter at breast height; to allow a short-term loss of late and old structure within the Warm Dry plant association group and; to change old growth boundaries to bring these areas up to Malheur Forest Plan standards. The Summit planning area is located on the Prairie City Ranger District, approximately 20 miles southeast of Prairie City, Oregon. The draft DN/FONSI is subject to an objection process pursuant to Forest Service regulations at 36 Code of Federal Regulations (CFR) 218. The regulations at 36 CFR 218 provide an opportunity for individuals and organizations to file an objection to a project before the final decision is signed. This allows interested individuals and organizations to share their concerns regarding the decision with the deciding official before the final decision is made. Objections will only be accepted from individuals and entities as defined in 36 CFR 218.2 who have previously submitted specific written comments regarding the proposed project during the 30-day scoping period or 30-day comment period on the preliminary environmental assessment in accordance with 36 CFR 218.5(a). Issues raised in objections must be based upon previously submitted timely, specific written comments regarding the proposed project, unless based on new information arising after the designated comment opportunities. Objections, including attachments, must be filed via mail, fax, email, hand-delivery, express delivery, or messenger service (Monday through Friday, 8:00am to 4:30pm, excluding Federal holidays).
