Grant Weed Control will be applying herbicides on Grant
County Road Right-of-Ways for the purpose of controlling
noxious weeds. This is a reminder to adjacent landowners
concerned about herbicide applications that it is your
responsibility to initiate a “NO SPRAY” agreement at the
Grant Soil and Water Conservation District office. Please
note that these agreements need to be renewed on a yearly

Camp Lick Project
30-Day Comment Period
The Blue Mountain Ranger District of the Malheur National
Forest would like to invite the public to participate in
planning for the Camp Lick Project. We are asking for
public comments on the Camp Lick Project Preliminary
Environmental Assessment (PEA). The Malheur National
Forest is proposing a suite of activities including silviculture
and fuels treatments, evaluation of the road systems,
recreation opportunities, and riparian and upland watershed
restoration treatments. The planning area encompasses
approximately 40,000 acres in the Upper Camp Creek,
Lower Camp Creek, and Lick Creek subwatersheds,
approximately 10 miles northeast of John Day, Oregon. A
copy of the planning participant letter, PEA, and applicable
appendixes, specialist reports, and maps, can be accessed
on the Forest Service website at: https://www.fs.usda.gov/
project/?project=46219. A paper copy of the document or
additional project information can be obtained by contacting
Hannah Smith (NEPA Planner) at the Malheur National Forest

The Blue Mountain Ranger District will be holding an open
house on Wednesday, March 15, 2017. Participants will have
the opportunity to contribute information, ideas, or concerns
and discuss the project with members of the project’s
interdisciplinary team. This meeting is scheduled for 5:00
to 7:00 pm at the Grand County Regional Airport, 720
Airport Road, John Day, OR 97845. From 5:00 to 6:00 pm
the format will be an open house style with members of the
interdisciplinary team available to answer questions about
the project. Then at 6:00 pm there will be a group round
robin session with participants each having 1-2 minutes to
share what they most value about the planning area and
what they would like to see happen as part of the project.
We hope you can attend, but if you cannot and wish to
make comments please see below on how to submit written
comments.
Written, facsimile (FAX), hand-delivered, and electronic
comments concerning this action will be accepted for 30
calendar days following publication of this notice in the Blue
Mountain Eagle, John Day, OR. The publication date in the
newspaper of record is the exclusive means for calculating
the comment period for this proposal. Those wishing to
comment should not rely on dates of timeframe information
provided by any other source.

and specific facts or comments along with supporting
reasons that you believe the Responsible Official should
consider in reaching a decision. Electronic comments must
be submitted in a format such as an email message, plain
text (.txt), rich text format (.rtf), Word (.doc), or portable
document format (.pdf). Email electronic comments to
comments-pacificnorthwest-malheur-bluemountain@fs.fed.
us. For electronically mailed comments, the sender should
normally receive an automated electronic acknowledgement
from the agency as confirmation of receipt. If the sender
does not receive an automated acknowledgment of the

The proposed project is subject to the objection process
pursuant to Forest Service regulations at 36 Code of Federal
Regulations (CFR) 218. Individuals and entities who have
submitted timely, specific written comments regarding
a proposed project or activity during any designated
opportunity for public comment may file an objection. For
objection eligibility each individual or representative from
each entity must either sign the comments or verify identify
upon request. In cases using an electronic message, a
scanned signature is one way to provide verification.
This is a Request for Proposals (RFP) for selecting a
qualified Grant Administrator to provide professional
services to the City of Mt. Vernon for assistance in the
administration of a Community Development Block Grant.
This grant is to fund Wastewater System Improvements
identified within the City of Mt. Vernon Wastewater System
Master Plan.
Work under this contract will be funded in its entirety
with federal grant funds from the Oregon Community
Development Block Grant program administered by the
Oregon Business Development Department. The City of Mt.
Vernon requests that interested Grant Administrators submit
a Request for Proposal directly to the City of Mt. Vernon.
The RFP shall include the following:
• Previous grant administration experience on CDBG
projects within the state of Oregon including past
performance history adhering to CDBG Grant
Management Handbook guidelines.
• Method of approach proposed to be used on the project
by the Grant Administrator
• Availability and experience of proposed staff and their
projected assigned tasks
• A list of references including addresses and telephone
numbers of the contact person
• Must carry one million dollars in liability insurance
coverage

Five copies of the RFP shall be submitted to the City of Mt.
Vernon, PO Box 647/199 W. Main St., Mt. Vernon Oregon
97865. The RFP’s are to be postmarked by 5:00 p.m. April 3,
2017, to be eligible for consideration. The City of Mt. Vernon
will review all RFPs and reserves the right to reject any or all
RFPs. Final selection will be based on the administrator’s
qualifications, experience, proposed personnel, method of
approach and demonstrated past performance on similar
