Blue Mountain Eagle Wednesday, October 12, 2016 I would like to address the questions that have been raised concerning where Sherriff Palmer stands concerning Grant County residents, does he put Grant County’s citizens first, and are the things he does for the County done for political movements. By his actions he has put Grant County citizens first. The ideology he stands for is what built this America in which you and I are so lucky to live in. We need more people that hold political power to stand up for our constitutional rights or we will be right back where we started when our forefathers fought to free America. Sheriff Palmer doesn’t like to toot his own horn so I will gladly toot a little on his behalf. Born and raised in John Day, Sheriff Glenn Palmer graduated from Grant Union High School in 1980. At age 16 he joined the John Day Fire Department and served as a volunteer fireman for 20 plus years serving in several positions including Fire Chief. After graduation Glenn joined the US Air Force and was a Fire Protection Specialist/Crash Fire Rescue from 1980-1984 and was awarded the Air Force Achievement Medal for actions taken when a B-52 Bomber caught fire in 1983. Glenn has worked in the timber and ranching industries of Grant County. Sheriff Palmer has worked for many years in law enforcement starting out as a part time corrections deputy, and Reserve Patrolman for the City of John Day in 1985. In 1986 Sheriff Palmer began serving as a full time Correctional Officer. In 1988 he transferred to a full time patrol position. Sheriff Palmer attended the first Deputy Sheriff’s Academy. Sheriff Palmer also serves as a member of the American Legion. The Grant County Sheriff’s office headed by Sheriff Palmer was very instrumental in conducting evacuations during the devastating Canyon Creek Complex Fire in 2015 as well as providing security of the areas evacuated. He and his wife RoseAnn make and donate rustic log beds to local schools and various community fundraisers. Each year Glenn and RoseAnn help to cook and host Christmas dinner at the John Day Senior Citizens building and deliver the dinner for those who are shut in or do not have family locally, much of the expense coming out of their own pockets. Sheriff Palmer has been very instrumental and has taken a major role in bringing in a $250,000 Grant for communications up grades (new radios) at no cost to local taxpayers. Sheriff Palmer has acquisitioned $3,800 worth of Body Cameras for patrol and Jail staff at no cost to the Grant County Taxpayers. Sheriff Palmer oversees the maintenance program for the fleet of vehicles funded by the taxpayers to ensure longevity. Sheriff Palmer is responsible for obtaining; new Search and Rescue Equipment trailers, ATV’s, snowmobiles, over the snow and water rescue sleds, new communications and quick response vehicles, swift water rescue equipment and training, new technology for the Air Search Group in location Emergency Locator Beacon. Sheriff Palmer resigned as a Deputy Sheriff in 1989 and went to work as a Patrolman for the City of John Day and attained the rank of Senior Patrolman and remained there from 1990-2000. Sheriff Palmer was also a canine narcotics dog handler for 2 years. Sheriff Palmer has insured that the Search and Rescue group is well trained which has allowed them to be very successful in helping those that have depended on them for service. The search and rescue group has had numerous finds and recoveries of all sorts, the latest being a 7 year old boy who had been missing and spent 17 hours overnight out in the elements. Glenn was elected Grant County Sheriff in 2000….appointed in November of 2000 and started serving the elective office in January 2001. Sheriff Palmer has been elected to 4 consecutive terms to serve as Sheriff from 2000-2016. Since Sheriff Palmer has held office The Oregon State Sheriff’s Association inspections have found the jail to be in the high 90% range ensuring operations of a safe and secure jail facility. Sheriff Palmer has attained his Executive Certification through the Department of Public Safety Standards and training, the highest certificate. Sheriff Palmer has logged close to 3,000 hours of emergency services training with most of it being funded out of his own paycheck. Sheriff Palmer has volunteered over the years with several different programs to help the citizens of Grant County, the State of Oregon and the United States. Sheriff Palmer has received and kept two rather large files containing several hundred thank you and cards of appreciation from people who are here to visit and residents alike for services he and his staff have rendered. Glenn served as a Volunteer Oregon State Firefighter from the years of 1988- 1997. In 1997 Glenn was awarded the John Day firefighter of the year award, and was issued a Certificate of Appreciation from the City of John Day. Glenn is an American Red Cross Blood Donor, and he’s on the Bone Marrow Donor Registry. Sheriff Palmer has organized several fundraisers for families of disasters/cancer to help offset expenses. In his years of service Sheriff Palmer has been awarded 4 lifesaving awards. He received a Letter of Commendation regarding a suicidal teenager by the City of John Day. Glenn is involved in several youth activities; Read across America and the Dr. Seuss reading program at local schools. Glenn is an active Board Member of the Lake Creek Youth Camp. Sheriff Palmer helped with the fundraising activities to build the John Day Skate Park. In the past while working for the city he was involved in the Lunch Buddy program. Sheriff Palmer organized the Hands on the Wall Anti-Drug Campaign and works with Communities against substance abuse. Sheriff Palmer is a member of Grant County Air Search Group and Grant County Sheriff’s Search and Rescue. Glenn has also served as past President of the Grant County Snowballer’s club, and still serves as the liaison for over the snow search and rescue. This group is instrumental in Search and Rescue operations during the winter months. In closing I would like to respond to the reason Sheriff Palmer has chosen not to participate in a debate that was set up by the supporters of his opposition. After reading the rules they put together for the debate, Glenn has decided that the opportunity for each candidate to degrade the other opponent would not be in line of keeping it positive as he has done in all of his previous campaigns. He refuses to fall into the same garbage spewing that so many campaigns for an elected office fall into. As always, Glenn will continue to make himself available at different events and also, when time permits, at his office. This election is about what is best for the people of Grant County and using a format to create further division does not fall in line with Glenn’s motto of keeping it clean and respectful. The examples of Sheriff Palmers volunteer work and attributes I have listed here shows that he does care about all the Communities and Citizens of Grant County. It has been unfortunate that the media has taken to task a man that has given so much and tried to paint him as a bad guy. I have total and complete faith that Sheriff Palmer will do his best to keep each of us safe and has the mentality to make the best decisions concerning the Citizens of Grant County.
