A simple remedy of this situation would seem to be to change tho law (which might prove n far easier thing than tho pnssngo of a now law) making It possible to spend portions of tho enormous revenues which are to come for new construc tion. In truth, It seems that very soon tho present law will bo produc ing far moro thnn can bo spout mere ly for maintenance. To tax tho motorists for perman ent public Improvements Is economi cally unsound, as well as a radical departure from California's highway building policy.
