Hibbard Chief Newell of the reclamation service has signified his intention of sending a consulting engineer here this spring for the purpose of f* conferring with the people iuid assisting in the organization of a local association of this kind and until his arrival nothing can be done in that respect, except to dis cuss the matter among local people in order to have them more thoroughly understand the situa- tion, thereby causing less delay when active work is begun.
