By 2015, stakeholders be- gan looking at other options to bolster summer flows in Fifteenmile Creek. First, Ol- son said they hired an engi- neering firm to study build- ing an off-channel reservoir, though it proved too prob- lematic and expensive. Irrigators instead shifted their focus to underground storage, which appeared to be a viable alternative given the basin’s hydrology and aqui- fers. To prove whether the the- ory is correct, Olson said they will develop a small-scale pi- lot project on a quarter-acre of private land. The Wasco SWCD has applied to divert 1 cubic feet per second of water from Fifteenmile Creek be- tween December and March, totaling 110 acre-feet of stor- age. The water would be placed in an infiltration basin, allow- ing it to filter down through the soil until it reaches a se- ries of gravity-fed pipes. The pipes would send the water to a sump, which would then pump it into the basalt well. Olson said it remains un- clear who will own and op- erate the facility. “At the end of the day, that’s still the mil- lion-dollar question,” she said. Once the water is returned in-stream, it would not be available for irrigation with- drawals. “However, it will still pro- vide a benefit as we hope to strike an ecological balance to support aquatic species and help irrigators to continue using their full water right as long into the summer as pos- sible,” Olson said. And in the first 8 months of last year, there were 473 unintentional overdose deaths, with many of these deaths caused by coun- terfeit oxycodone pills made from fentanyl, according to prosecutors and the Oregon Health Authority. They don’t want to see another fish kill.” The project has also re- ceived funding from the Or- egon Water Resources De- partment and OWEB.
