Mark Hatfield. Appointment of a nev DA for Crook County may be announc ed January 3, he said. Minturn announced his resig nation from the position recent ly. He stated that the pressure of private practice was influ ential In his decision to make the move. Looking at Udall says hurdles still in way of Columbia freaty WASHINGTON (UPI)- Inte rior Secretary Stewart L. Udall said Monday there still are some economic hurdles stand ing in the way of final Cana-dian-U.S. agreement on the Co lumbia River Treaty. Udall told a news conference there were "some grounds for optimism" following talks ear lier this month In Ottawa. But he clashed with reports Indicat ing that a deal had been com pleted for the United States to pay British Columbia about $420 million for building three School lunch menu given Classes in schools of the Bend district will take up Thursday, January 2, after a nearly two week holiday. Driver of the pickup which struck the pole was Robert Sell Jr., 17, Prlnevllle. "There has been significant progress made, but there are still some hurdles to get over," UdaU said. On another proposed Cana- dian-U.S. power development plan, Udall discounted a recen'. newspaper report that New Brunswick was objecting to the $1 billion Passamaquoddy tidal power project. Udall said he had been "sur prised" by the report earlier this month because he had been informed that the Dec. 4-5 Pas samaquoddy talks in Ottawa "went forward favorably." The Ottawa talks were technical dis cussions aimed at acquainting Canadian officials with the U.S. proposal. Officials stressed at the time they were not negoti ating sessions. Udall declined to spell out the problems that still remain in tho Columbia River develop ment pact that was signed in 1961 but has yet to be ratified by Canada. However he Indicated that the issues revolve around the U.S. payment and the form it will take. One question, he said, is whether the funds could be raised under tax-exempt status that would mean lower interest rates. Another consideration is the U.S. balance of payments position, he said. Under the original treaty, British Columbia was to build three storage dams upstream on the Columbia system at a cost recently estimated at about $450 million. In return, the Ca nadian province was to receive $84 million for flood control benefits and half of the in creased power generated by U.S. power dams downstream the so-called "downstream ben efits." But British Columbia sought Instead to sell its share of the power to the United States for a price that would pay for the dam construction. PHILLIPS GETS POST WASHINGTON (UPI) - Air Force Brig. Gen. The young men were driving in foggy conditions, they re ported, when they encountered livestock on the road. They suf fered multiple head and facial injuries but the full extent of their injuries was not yet known Monday afternoon.
