A Fair Employment Practices Commission (FEPC) was not in cluded in the civil rights legisla tion proposed to Congress this week by President Kennedy. In the message ,to Congress accom panying, (he proposed legislation, Kennedy did, however, endorse FEPC in this language: "Finally, I renew my support of pending federal fair employ ment practices legislation, appli cable to both employers and tintorls.'" Other congressional news: Fallout Shelters: .A House armed services subcommittee heard testimony on the adminis tration's fallout shelter program. Insurance: For at least the eighth time In recent years, the Senate Thursday passed legisla tion to give an estimated 16 mil lion World War II and Korean War veterans a chance to rein state lapsed G. I. Insurance noli cles. , The bill was sent to the House, where It has died each previous time the Senate passed It. Parcel Ports The House Rules Committee cleared for floor ac tion next week legislation to pre vent sharp increases in parcel post rates. Unless the hill is passed, the postmaster general will be under legal mandate to propose rate boosts of at least 20.6 per cent by the end of this month. Hadicepped Children! The House Education and Labor Com- tnlttee approved a hill to provide 111 5 million annually to help train teachers of handicapped children. The monev would be used for grants to colleges to set ip' special training programs for teachers of mentally and physi cally handicapped youngsters. FINDS ELECTION SWEET COMTMBIA, Mo. (UPI) Becky Sweet was elected lien tnt governor of Missouri Girls' Etate Thursday, but Marilyn Kiss waS defeated for governor in the lama ejection. A similar bill died in rules last session, FEPC Hot Issue Kennedy's reference to the pending FEPC bill was not much more than lip service. He could not have done much less and he evidently did not dare do more. FEPC is the real lime bomb buried in the civil rights dispute. More than the integration of schools, swimming pools or lunch rooms, FEPC inflames southern whites against and Negroes in favor of its provisions. It is not unlikely that the Ken nedy administration is becoming a bit tender on the subject of the integrity of I960 Democratic civil rights. The FEPC promise was explicit enough: "The new Democratic adminis tration will support federal legis lation establishing an FEPC to secure effectively for every one the right to equal opportuni ty for employment." The Kennedy administration's support of FEPC has been more apparent than real. In any event. it has not been sufficient to ob tain legislation. Nor Is any FEPC legislation in prospect now, deBOtto the FrcMdent kind word In hut menage to Con&reai Top Issue Sidelined Only the most naive will fail lo sxil the ploy whereby the Democrats in cautious conni vance with the Republicans are maneuvering to sideline the most hotly controversial of the civil rights propositions now proposed. The hottest of these is FEPC. The ploy is a device whereby FEPC is kept separate from the civil rights package so that other issues may not be swamped in the angry hurricane certain to arise around FEPC. The same device is being used to bypass the private accommo dations section of the Kennedy civil rights program. The Senate Republican and Democ r a t i c leaders are backing a substitute bill from which the Kennedy pub lic accommodations section has been cast out. Public accommoda tions is another hot spot. Neither it nor FEPC is likely to pass. The Republicans are linked with the FEPC ploy because they also made some 1960 civil rights promises. They promised a com mission on equal job opportunity. It was perfectly clear that the Republicans hoped that would be accepted as a promise of FEPC. But the Republicans made no public promise on privately owned accommodation. They are clean on that. The Democratic promise was specific and definite right down lo lunch rooms. But private accommodations won't be in the civil rights package. The Democrats In 1900 had their fin gers crossed. Some of the Democratic plat form, you might say, was just campaign oratory.
