Dr. Balcomb, a member of the Oregon Conference since 1951, has been pastor of the First Metho dist Church and Wesley Founda tion in Corvallis since 1057. He has been a preaching missionary to Alaska and Hawaii. A graduate of Boston Univer sity School of Theology with a bachelor of sacred theology de cree "magna cum laudo," he continued there to earn his Ph.D. degree in New Testament litera ture, with additional study as a resident fellow in New Testament 12 and instructor in Greek. Known as one of the leading preachers in Oregon, he was dele gate (o the General Conference of the Methodist Church in 1960. Pope to hear Oregon singers PORTLAND (UPD-The Forest Grove Gleemen will sing before Pope John next month. The Oregon choral group Mon day was invited to appear at Rome June 12. The invitation was sent by the Most Rev. Martin J. O'Connor, rector of the North American College at Vatican City. At Topeka, Kan.; 12 house trail ers were toppled and destroyed oy high winds and flying debris. A number of persons were injured and 14 were admitted to hospi tals, none in serious condition. The storm, located over Kansas and eastern Nebraska, dumped hail more than an inch in dia meter near Grand Island, Neb., and more than IVt inches of rain in a six-hour period. Atlanta, Ga., received .97 inch es, making a total of nearly 1.50 inches for the past two days. Cin cinnati, Ohio, got more rain, to total about the same amount for the same period. Rivers in Iowa, Georgia and Missouri caused minor flooding to day after a weekend of heavy rain. Graduation due for Burl Yates Special to Tht Bulletin PLAINVIEW, Tex. Burl E. Yates, former resident of Powell Butte, will be graduated from Wayland Baptist College, Plain- view, in 52nd commencement ex ercises, May 19-20. The son of Mr. and Mrs. L. B. Yates, Redmond, he has pastored churches in Spo kane and Seattle, Wash. Yates is a candidate for the B.A. degree with a major in his tory and a minor In religion. He is active in the Ministerial Alli ance at Wayland. Following graduation Yates will continue as pastor of the Lone Star Baptist Church, Lone Star, Tex. Waibel given life sentence MCMINNVILLE (UPI) - Larry Richard Waibel, 18, Carlton, was sentenced to life imprisonment by Circuit Judge Arlie G. Walker Tuesday. It sent the reorganization bill to the House floor "without recom mendation." Although the endorsement was weak, it was more than support ers thought it would get when Speaker Clarence Barton sent the measure to Ways and Means a month ago. The action came as the commit tee acted on 35 measures in an effort to speed bills with fiscal implications to the floor so the 19G3 session can adjourn. The bill would gather the state's natural resource agencies into a department with a director ap pointed by the governor. The di rector, in turn, would name the heads of six divisions: Fish and game, small boats and harbors, mineral resources, forestry, water resources, and agriculture. Ways and Means restored orig inal proposals to merge fish and game agencies. The House Natur al Resources Committee, which earlier approved the proposed de partment after much study, had decided to keep fish and game separate. Agencies and interested groups that would be involved in the re organization have resisted it. Committee Busy In other actions, the committee: Approved a measure that would let the Welfare Department end the aid to dependent children program in cases where the unemployed father lives in the home, if the agency finds it ad visable during the next biennium. Approved the transfer of $5.5 million from the veterans bond sinking fund to the general fund to meet shortages in funds for current state services. - Approved a $243.7 million Highway Commission budget. The money comes from dedicated funds. Okayed a bill to let the super intendent of a state institution stay on past retirement age. It is aimed at keeping prison Warden Clarence Gladden on the job until a successor is found. Approved budgets for the Fish Commission, Game Commission, Justice Department, Board of Health. Tax Commission, Council on Aging, and Corporation De partment. Columbia Compact: The Senate voted 21-9 to ratify a proposed Columbia Interstate Compact which is aimed at orderly devel opment of resources by seven states. The compact failed to get approval in Washington this year. Compensation The House Labor and Industries Committee com pleted major policy decisions on a bill to rewrite Oregon's 50-year-old workmen's compensation law. Tax Members of the House Taxation Committee formally ex pressed their unhappiness over a Senate Tax Committee revenue raising plan. Transit The House sent the Senate a proposed constitutional amendment to let highway reve nues be used for purchase of mass transit strips. BEND, OREGON Revenue-raising plan opposed SALEM (UPI) The House Tax ation Committee expressed unani mous opposition Tuesday to a revenue-raising plan approved Mon day by the Senate Taxation Com mittee. The expression indicated a deadlock between the two houses that is almost sure to send the state's tax program to a confer ence committee for final decision. The House earlier this session passed a revenue-raising package based on an income tax Dill, a cigarette tax, and a one shot measure to speed turnover of withholding payments to the state. The Senate committee complete ly rewrote the income tax bill to raise $52 million instead of $35 million. It junked the cigarette tax and amended the one-shot bill to apply near the end of the 1963 65 biennium only if needed. Senate action is expected soon on the Senate committee proposal. Newburn resigns Montana post HELENA, Mont. (UPI) Dr. Harry K. Newburn, president of Montana State University in Mis soula, submitted his resignation Tuesday to the State Board of Re gents here. Dr. Newburn, former president of the University of Oregon, said he would take a professorship at another university. He did not identify the school, but it was un derstood to be the University of Arizona at Tempe in the graduate school of education. The resignation is effective Oct 15.
