The terms of the directors should ! not all expire at the same time as this prevents tho establishing and main taining of any general policy and keeps the organization . in constant confusion and uncertainty. I believe that there should be three directors, that their terms' in office should be three years and that term ot one only should expire each year. Provision should be made for the issuance ot bonds to pay off bonded indebtedness. This is desirable for many reasons. In this connection, we naturally think ot the inability of the land ownersto pay the bonds when due, but this is by no means the only case in which the desirability ot such action may arise. In Increas ing the bondod indebtedness ot a dis trict it frequently becomes desirable to take up the outstanding bonds and issue new ones. Tb,e same con dition may arise in case of extreme changes in the boundaries or plans ot the .district. . Bonds should also bo made available for the payment of interest on outstanding bonds to a limited extent. The very existence of towns fre quently depends upon the irrigation of adjacent lands and in fact a suc cessful irrigation project is almost certain to develop towns within its j borders. Town lots are not only en-1 hanced in value by the development of the community but are also di rectly benefitted by irrigation. It would seem, therefore, that towns should not be excluded from the op eration of the district law. A town could hardly be forced into an irri gation district, so that such a pro vision in the state would in effect extend to tho town the privilege of assisting in the development of the adjacent lauds If it seemed desirable to do so. Considerable uncertainty exists as to who Is entitled to vote at a district election. The statute provides that the owners of land as shown by the last assessment roll shall be entitled to vote, but this does not take into account any transfer of land between the time the assessment roll Is made up and tbe election, and may there-1 lore deprive a bona fide land owner! of a right to vote. The statute should be made to meet the requirements of the V. 8. Reclamation Service, and Bhould be made applicable to condi tions on a, Carey Act project. Unless we can find some means of heading i off ill-considered amend ments in the future, it is far better to continue to tinker with and patch up our present jumbled collection of conflicting sections than to enact- a new, irrigation district law. It is therefore necessary that some means bo provided for the protection of this , statute when passed. I believe that this can best be done by an organiza tion of those interested, the irriga tion districts themselves. From this period we have at length emerged Into a period of sate and sane development which promises to put irrigation where it belongs among the sound business enterprises ot the state: The land owners, the Irrigator, the man at tbe butt end ot the hoe handle is the prime mover in this period ot irriga tion development, hence the popular ity of the irrigation district plan, hence the necessity for a practical, simple, consistent, workable irriga tion district plan.
