The one dissenter from the general agreement that the state irrigation district laws need revision is V. Lair Thompson, ot Lakeview, former state senator from this district, and de feated for re-election in November by one vote. According to the Jour nal, Mr. Thompson wired the irriga tion congress and besought It "to recommend no changes whatever in the existing irrigation district' laws, pointing out that they are the best , in the country, and that, under them, development and settlement of the country are encouraged. He assert ed that proposed changes could be nothing but impairments of the pres ent law and work to the advantage of the absentee landlord Instead of the settler." . Mr. Thompson must be given cred it for taking the unpopular side of the question. He did the same thing with the lakes lease bill two years ago, and his reported opposition to irrigation measures is understood to have contributed in large measure to his retirement to private life. It was the unpopular stand. But when one opposes a measure which has such unanimous support, and support of such character as haa tho district law amendment, there Is good ground tor inquiry as to whether he is a truo friend to Irrigation and the irrigation country. Mr. Thompson might assert that ho was a true friend who was brave enough to stand for what he believed right, in the face ot a misjudged pop ular sentiment. But an Inquiry Into the facts on which he based his po sitlou would Indicate otherwise for, contrary to Mr. Thompson a Btate mont, the present Irrigation district laws have absolutely not encouraged the settlement and development of the country. A year ago tho district, law -was hailed as the solution ot the irrigu Hon probloms of the state and much of the time of the lust irrigation uon- Bress was devoted to a discussion, of the law. There followed the forma tion ot several districts, notably In this section, the Ochoco project, the North Unit project and the Sultles Lake project. But there. In most cases, the development ended be cause the law was found unsatisfac tory and unworkable.
