Tho city of Los Angolcs, says T. H. Foley, manager of tho local power company, has spent $300,000 to create, artificially, conditions which Insure aeration of llko degreo. Not depending alone on nature's methods, however, further purifica tion is provided in the installation of a chlorlnltatlon plant, where a pound and a hnlf of chlorine gaa is fed every 24 hours into the 14-Inch main supplying tho olty. Tho quantity used has been determined only after considerable experiment, tho amount of gas introduced into tho main be ing so small as to leave no taste or odor, but sufficient to kill practical ly all micro-organisms. Purity Is Injured. Beforo tho water in the emergency system roaches tho chlorinlzatlon plant, it is passes through a 30,000- sallon covered concreto rcsorvolr, or Bottling basin. This reservoir Is di vided by a gravel screen, through which all water is forced beforo en tering tho main. Chlorlnlratlon plant, reservoir and pumping plant have all been con structed within the last few months, and are in addition to tho gravity system by which tho city derives its normal supply from tho C. O. I. ca nal. Power for tho pumps Is provided by a high-tension line, carrying 2300 volts, from tho steam plant at the Brooks-Scanlon mill, to a point at the foot of the rapids, about two and a half miles south of the city. Two pumps are maintained, although one Is amply sufficient to supply the city's needs. The building shelter ing the pumping machinery is of the cold Btorago type of construction, which will effectually prevent any Impairment of efficiency because ot cold. From the plant the aerated water is raised through f 10-lnch pipe at tho rato of 7C0 gallons per minute to the settling reservoir. ftVAGON TRIP MADE .. OFFICERS GET JAILBREAKER CLUE TO WHEREABOUTS OP JACK McCULLOUGH OBTAINED THROUGH ANXIETY TO RE CEIVE LETT Kit PROM GIRL. On a warrant from the sheriff, nt Prosser. Wash., Jack McCullough. who broke Jail at that city in Feb ruary, was arrested Thursday .on Turaalo creek, two and a hnlf miles above tho fish hatchery, by Depu ties Tom Carlon, Leo Stevens and H. McDonald. McCullough is said to have formerly bsen an inmate at tho Washington ponltentlary, but the charge on which he was imprisoned there or at Prosser la not known to tho officials hero. He refused to talk when Deputy McDonald sur prised him, but denied that ho was tho man wanted. Tho officers were guided to tho camp on tho Tumalo by Joe Markee ot this city, with whom McCullough had been fishing for the past three" days. Markeo camo into touch with tho authorities this morning whenhe called at the postoftlce for McCul lough's mall. As he left the build ing, Deputies Stevens , and Carlon drew their guns, believing that Mar keo was their man. He quickly, proved his identity and offered his services. Ho had had no knowledgo of McCuliough's record. Tho prisoner had been expecting a letter from a girl in Zolla, Wash., Mr. Carlon stated, and It was his anxiety on this point which led to his apprehension. A piece of a hack saw was found in McCuliough's pocket. McCullough was brought into Bend shortly after 3 o'clock on Thrusday and a wire was Immediately sent to Prosser notifying the author ities there of his captura and asking that an officer be sent for him. Mc Cullough Is said to have come to Central Oregon several weeks ago with Porry Watterman, who was ap prehended through the efforts ot Sheriff Roberts and . returned to Prosser.
