While the plan of locating supply ditches around the margins of square or rectangular tracts is per.'iaps more convenient for farm opcr.itipns the curved lines produce a mor pleasing effect. Ditches on Uneven Land. It often happens that a farm is more or less cut np by ravines or depressions which intersect or sep arate fields, and the supply ditches have to be extended across these low places. This is usually done in one of three ways. When the depression is not more than a few feet deep levees are built on each side; iu other cases flumes are built on grade from side to side, and, lastly, the water may be carried across in a pipe laid in the form of an inverted siphon. The earth levee is the cheapest, but it is subject to leaks and washouts for the first few vears. 1 ue wooden Hume auswers pthe purpose fairly well, hut it is subject to early decay, anil the clay crow along the sides can be readily cut and but ued. The new settler iu an irrigated district seldom appreciates the im portance of preparing the surface of fields so that they may bo cheap ly, easily, and properly watered Crops in an arid climate are as a rule good or bad, according 11s they have received the proper amount of water at the right time, and when the ground is left so rough and uneven that water can not be evenly applied' the effect is shown in the reduced yield. The prepar ation of the land is a first cost, ami if done thoroughly during the first or second year little expense need be incurred afterwiuds. The differ ence iu cost between n smooth, well graded field and one which i poorly graded and rough may not exceed 55 per acre, yet this sum is often lost in one season by dimin ished yields due to imperfect water ing, caused by a rough, uneven surface. Thorough preparation of the surface applies with twticular force to a crop like alfalfa, which grows year after year from the roots, and which is cut from three to six times each season. No corporation or set of men have any right to the streams ot a laud beyond that en joyed by every citizen until they comply with the law. The people's right to the streams is preemi nent. Why then should valuable power sites that can be made to dc velop hundreds of thousands of horse power be turned over free of charge to a grasping plutocracy and thus help to swell fortunes al ready too large? It h?s been pro posed to have the government cede to the state all its rights to unap propriated water power and then pass a law whereby the state would obtain an annual rental from cor porations developing power from the streams of the laud. An an nual rental of $i per horse power, it is said, would in a few years sup ply the state with all its revenue, thus relieving the people of a large portion of the tax burden. Such a measure would be in line with com mon sense and fair to all parties concerned". Nature has been lavish in supplying Oregon with water power possibilities, and the Al mighty Creator never intended that these great sources of wealth should be gobbled up and manipulated for the benefit of a few men at the ex pense of the multitude. We pro test and complain (and justly so; at the accumulations of the few at the expense of the many and allow statutes to remain as the law of the state whereby the plutocracy can gobble up all the natural resources ol the land. A better plan would be to take action, while it is yet time, by which some compensation for the use of the people's water power may revert to those to whom it be longs. Otherwise, a few years will see these valuable power sites in the control of a few men, and the peo ple will be paying extortionate prices for electric light and power and unfair freight and passenger charges on electric roads, the power for which Is generated from the people's stream's.- face, although dearer in first cost, ts really the cheapest in the end Control of Weeds.
