happens in other walks of life also,
the bitterest animosities spring
from undctnonstrablc theories re
garding our rights and those of our
neighbors.
Mr. Hell's discussion of the road
policy of this county is very much
to the point. Why, indeed, should
the county be accumulating n large
road fund from the taxpayers and
then require citizens to go into their
private pockets for roud improve
ments? Why should the county
tretisury be piled full of the tax
payers' money and kept full by
high levies? It is not a proper
function of govcrment to accu
mulate money in the treasury be
voud the reasonable requirements
of the public service. It is to be
observed that the vigorous repub
lican campaign 011 these lines is
wtiuging immediate results from a
democratic administration and
funds arc now going out with
prodigal liberality to the several
districts. Can it be that the money
has been hoarded so long in order
o serve as a democratic compaigu
levicc?

The most open disregard of personal
and property rights goes without
an attempt at punishment. All the

pose the county levies tax against
a timber claim on which final receipt
has issued and the holder of the
-ertificate lives in another state, as
is the case with two-thirds of the
claims in Crook county. If the
equity is taxed as personal property
Oregon cannot collect from citizens
of other states. If the claim is
taxed as real estate how is the tax
lien to lx: enforced? The county
cannot sell and get tax title as in
niter cases, because the land still
belongs to the government. And
suppose, after a year or two of this
work, the final receipt should be
canceled: The county would be
cumbered with liens agajust land
that never passed from the govern
ment. The theory that laud claim
ants have taxable interests in prop
erty to which they have no title is
one that is likely to bring more
vvorritnent than profit in the long
run.

Water in the new Pilot Uutte
canal has been flowing into the
first silt basiit, about four miles be
low Bend, since lasl Saturday,
That basin is about filled and the
current will so'd'ti move oil down the
line to the next basin; The vol
ume turned into the canal is grad
ually beitlg increased atid every
thing works satisfactorily. The
water is enlarging the channel
where that service was needed and
tt is not proving at all unruly on
any part of the line.
Most of the force that was em
ployed at headquarters until the
water was turned into ihe canal,
has gone out to the front. Mr.
Wiest has gone out to the vanguard
engineer camp, estaoltsiieu tins
wek at the Tctherow bridge, 20
miles down the river, and Chief
Htiginccr Kelley also went out to
the front. Much of his time here
after will be spent in the field, be
tween the advance camp of en
gineers and the construction camp
that was moved forward a few days
ago to a point about 15 miles below
Betid.
Assessor B. F. Johnson came in
froin.Friiieville on Monday night's
stage atid spent three days listing
projierty for taxation here. He
says the Crook county roll this
year will show an increase of about
500,000 over last year's valuation
of taxable property;
