We mildly venture the obscrvatiot that Mr. Williamson will get then pcrSimmons. to neither. And, ttot infrequently happens in other walks of life also, the bitterest animosities spring from undctnonstrablc theories re garding our rights and those of our neighbors. Mr. Hell's discussion of the road policy of this county is very much to the point. Why, indeed, should the county be accumulating n large road fund from the taxpayers and then require citizens to go into their private pockets for roud improve ments? Why should the county tretisury be piled full of the tax payers' money and kept full by high levies? It is not a proper function of govcrment to accu mulate money in the treasury be voud the reasonable requirements of the public service. It is to be observed that the vigorous repub lican campaign 011 these lines is wtiuging immediate results from a democratic administration and funds arc now going out with prodigal liberality to the several districts. Sup pose the county levies tax against a timber claim on which final receipt has issued and the holder of the -ertificate lives in another state, as is the case with two-thirds of the claims in Crook county. If the equity is taxed as personal property Oregon cannot collect from citizens of other states. If the claim is taxed as real estate how is the tax lien to lx: enforced? The county cannot sell and get tax title as in niter cases, because the land still belongs to the government. And suppose, after a year or two of this work, the final receipt should be canceled: The county would be cumbered with liens agajust land that never passed from the govern ment.
