PUBLIC LAND PROOFS.
People who do not like to dis-
close too much of their motives and
methods in taking public lands are
'fond of quoting court decisions to
"the effect that examination by
;pecial agents is extra-legal mid
need not be submitted to by claim
unts, and that certain oaths requir-

was small consolation to those who

The laws for disposal of the pub-

ants. No claimant need submit to
-them, it is true. Neither need any
'claimant make any final proof if it
"does not please him to do so. He
need npt take the land at all. But
if he does want the land he must
comply with the law (or commit
fraud), and he must in some man
gier make it known to the laud of
ficials that he has complied with
the law. To enable him to do so
the land department has prepared
,a certain form of examination. If
in certain exigencies that form of
examination is not sufficient to
satisfy the officers who arc to pass
on those matters, additional ex
aminations are required.
Norte of these forms arc in the
statutes, nor are they specifically
authorized by statute. They are
devised by the responsible officials
as the best practicable means, the
easiest and cheapest, for making
known that the claimants have
'complied with the law. If claim
auts choose to ignore these cxamin
titidns and go to the courts to estab
lish their claims they may do so,
but they will find it both expensive
and uncertain business.
No man or woman is obliged to
lake government land, but if he or
bhe wants slich property the best
method to get it is to observe the
rules' and regulations laid down
Uy the land department for satisfy
ing the officials that the laws have
been complied with. They are not
devised to put hardship upon honest
citizens, but to make it as hard as
possible for a dishonest claim to be
driven through. It is not wise to
disregard them, but men can do
foolish thing!; if they want to in
this'ldnd of freedom.

The Silver Lake Bulletin has
been nbsorbed by the Central Ore

terest in the consolidated property
with Messrs Bailey and Kclsay.
The need for two newspapers there
had not been proved by eight
mouths of struggle. There is a
good field for one newspaper; and
we expect to see it fully occupied
by the Central Oregonian.
It may be, after all, that the
stockmen, who have been fretting
over the scarcity of hay and the
prospect of losses because of in
sufficient feed, will be favored with
a mild winter. A severe winter
would undoubtedly bring heavy
losses; n mild one would reduce
feed to a living price and put Ore
gon stockmen on velvet for a con
siderable time.
With butter 85 cents a roll and
eggs 4 cents a-piecc, and both hard
to get at that, Bend people regret
that they cannot go into winter
quarters like bears.
Nobody has any cause to Icick nt
this weather. But have you noticed

flat on its back this week?
Timber 'claimants who rely on
the sale of their land to recover
their investment nre not likely to
gain anything from entering a pool.
There are the pool expenses to be

ftjate gain. It' is, of course, a fair
presumption that timber lands will
advance in value. They will ad
vance outside a pool quite as fast as
