FKlDAY NOV. 27, 1903 PUBLIC LAND PROOFS. People who do not like to dis- close too much of their motives and methods in taking public lands are 'fond of quoting court decisions to "the effect that examination by ;pecial agents is extra-legal mid need not be submitted to by claim unts, and that certain oaths requir- brethreu until the Hock was reduced to one enormous woK. He wns a monster of his species, hut that was small consolation to those who had been bnteu along the way. The Ihw of supply and demand will con trol the market for timber lifud. Sales today nuiht be made at to rlrtv's notations. Prices will be better in the future probably, but thnt won't help the fellow who can't wait. He who can wait docs nut need to enter a pool; he who can't wait doesn't gain by entering the pool. All this is entirely aside from the bearing the ool may have on the question of title. People on the south of Crooked river ought to have better means of crossing that stream. TJtcre is not a practicable bridge on the whole ..,'.,. ii...i n-.. ..' river. At Trail there is n bridge ...... . . .. , , 1 but the grade is so steon thnt load- tin miiinmr mrce mm 110 nor. tioui i - . deponents to the pains and penalties 'of perjury. All this maybe tech nically true, but it gives small com fort to the laud sharks, nnd the honest claimants seldom object to Uhc forms prescribed for getting their title. The laws for disposal of the pub- jed teams cannot, go that way. Thetc ought to lc a good bridge at forests, where a large volume of travel passes, folding the river when the water is not too high. At Princville the river was choked by abuttments in order that the bridge might beshort.nud the inevitable oc curred the water would not stand !. Ifirtfle tAlor n Ifircr winiir r.f .. .. . .1. f.i r 1 the confinement and destroyed the discretion in the power of the of- ...... . .. ficials charged with the duty of en .forcing them. Those officials must ,' be satisfied that the laws of con- . gress nave ocen compuea wmi in good faith or they will not pass "proofs for title. The extra ex "animations arc methods devised foi i ascertaining the good faith and ' legality of the acts of land claini ants. No claimant need submit to -them, it is true. Neither need any 'claimant make any final proof if it "does not please him to do so. He need npt take the land at all. But if he does want the land he must comply with the law (or commit fraud), and he must in some man gier make it known to the laud of ficials that he has complied with the law. To enable him to do so the land department has prepared ,a certain form of examination. If in certain exigencies that form of examination is not sufficient to satisfy the officers who arc to pass on those matters, additional ex aminations are required. Norte of these forms arc in the statutes, nor are they specifically authorized by statute. They are devised by the responsible officials as the best practicable means, the easiest and cheapest, for making known that the claimants have 'complied with the law. If claim auts choose to ignore these cxamin titidns and go to the courts to estab lish their claims they may do so, but they will find it both expensive and uncertain business. No man or woman is obliged to lake government land, but if he or bhe wants slich property the best method to get it is to observe the rules' and regulations laid down Uy the land department for satisfy ing the officials that the laws have been complied with. They are not devised to put hardship upon honest citizens, but to make it as hard as possible for a dishonest claim to be driven through. It is not wise to disregard them, but men can do foolish thing!; if they want to in this'ldnd of freedom. strength of the bridge rests. The county court owes it to all the coun try south of Crooked river, as n I matter of justice ns well us good policy, to provide sufe and practic able means for crossing that stream at all seasons. Ilia l-os.ill Country. Adnui .KoUuiun, who has ' n homestead out on the Princville road three miles ftoui lleud, writes fiom Possil, where he 1ms gone, to settle) up the estate of his mother, and where he hits taken his family for the winter, that that country is overdone with live stock. It N ho farming country. livery sjxit of level land that affords a building site or garden jwtch N taken. However, txwuoea soil for only 40 cents n bushel there, apple 50 cents a bushel, flour f.j 11 barrel. Hay is nominally 10 a ton but theie is none in the market. The Koum'aus expect to return to lloud in the spring. J. A. McCall.of MuHtidc, Mich., and IS. IS. Getchell, of Glencoe, Minn., have been staying in llend a few days the past week. They will leave in the morning for up river point.-) on a tour of inspection. The Silver Lake Bulletin has been nbsorbed by the Central Ore gonial), of thnt place, William Hol der, of the Bulletin, taking an in terest in the consolidated property with Messrs Bailey and Kclsay. The need for two newspapers there had not been proved by eight mouths of struggle. There is a good field for one newspaper; and we expect to see it fully occupied by the Central Oregonian. It may be, after all, that the stockmen, who have been fretting over the scarcity of hay and the prospect of losses because of in sufficient feed, will be favored with a mild winter. A severe winter would undoubtedly bring heavy losses; n mild one would reduce feed to a living price and put Ore gon stockmen on velvet for a con siderable time. With butter 85 cents a roll and eggs 4 cents a-piecc, and both hard to get at that, Bend people regret that they cannot go into winter quarters like bears. Nobody has any cause to Icick nt this weather. But have you noticed that the young moon has been lying flat on its back this week? Timber 'claimants who rely on the sale of their land to recover their investment nre not likely to gain anything from entering a pool. There are the pool expenses to be mct.Hherc Is'no promise of immedi ntfefprofit and no assurance of ulti ftjate gain. It' is, of course, a fair presumption that timber lands will advance in value. They will ad vance outside a pool quite as fast as llr?8idc. The timber-land pool may iVllkcned to that fabulous flock of Wolves, in which the disabled mem- kers'were'eaten by 'their 'vovacious A Hymn of Praise.
