The fees for said license are as follows: Male »1.00; Female »2.00; Spayed Female »1.00. Section 9, Chapter 186, 1919 Ses sion Laws provides as follows: The County Clerk shall keep a record of the issuance of dog licenses in a special book kept for such purpone. Any owner or keeper of said dog or dogs who shall fall or neglect to apply foV, or fall tq pay said license fee during the month of January in each year, or within thirty days af ter he becomes the owner or keeper of said dog or dogs, shall pay a fine of ten dollars (»1 0 ) for each offense, which fine shall be collected with eosta of the proceedings of a civil ac tion in the name of the state of Ore gon before a Justice of the Peace.
