Washington, Jan. 9.— The house to day passed a bill authorizing the lease of. San Clemente island, 60 miles off the California coast, to the San Clem ente Wool company, at an annual rent al o f 11,500, on condition that the com pany expend 926,000 in improvements. Washington, Jan. 4.— When congress convened today both houses immediate ly took up the president’s special mes sage asking fo r aid fo r the Italian earthquake sufferers. The house immediately passed by unanimous vote a bill appropriating $800,000, o f which $600,000 is to be ,caah and $800,000 the estimated value o f supplies on board the supply ships Culgoa and C eltic.. In the senate the message was re ferred to the committee on appropria tions and Senator Hale offered a reso lution providing fo r an adjournment during which the committee could meet to consider the appropriation. This was adopted. A fte r the quick relief bill was pass ed the house listened to the president's special message on the secret service. The president cited the Oregon land fraud cases as an example o f how con gress had used the secret service to an advantage. Shortly before adjournment for the noon session the senate also passed the bill appropriating $800,000. Senator Borah today introduced a bill aimed at the correction o f abuses that have been committed by special agents o f the land office. I t provides that any represenatative o f the govern ment who by threat, deceit or other improper means shall secure or seek to secure the relinquishment o f m y entry or title to public lands, or who shall by such improper means attempt to se cure any statement from an entryman which might be used to impair his en try, shall be liable to a fine o f from $100 to $600, imprisonment from six months to two years, or both. . This bill is aimed primarily at the special agents who have been improperly oper ating in Idabo. Senator Borah also introduced a bill prohibiting senators, representatives and delegates in congress from accept ing fees as attorneys in any cases in the courts in which the United States is in any way interested, and also pro- heibiting senators and congressmen from acting as attorneys for c o rp o ra tions or other concerns engaged in in terstate commerce. He also introduc ed a bill providing for a $200,000 pub lic building at Coeur d’Alene city. Friday, January 8. Washington, Jan. 8.— By viva voce -vote, the senate adopted Culberson’ s resolution instructing the committee on judiciary to report to the senate whether the president was authorized to permit the absorption o f the Tennes see Coal A Iron company by the United S tates Steel corporation. Washington, Jan. 8.— By a vote o f 212 to 36, the house today adopted res olutions reported by a special commit tee laying on the table the part o f the president’s annual message relating to the secret service and also the message o f January 4 replying to the inquiries o f the house on the subject. TMS was taken on the ground that the messages are not respectful and are therefore a breach o f the privileges o f congress. Representative Madden, o f Illinois, today introduced a resolution calling upon the Interstate Commerce commis sion to inform the house what ad vances have occurred in freigh t rates in different parts o f the United States since the passage o f the Hepburn rate law, and whether such advances have been occasioned by an adavance in the tariff rate or by a change in classifica tion or by charging for some privilege which was form erly accorded free. Task Too Immense— G rief Paralyzes Italian 8oldisrs. Messina, Jan. 6.— Earthquake shocks are ccntinuirg here, although they are diminishing in intensity. The official figures compiled so far show than 14.000. bodies have been buried in four cemeteries, that 9,000 refugees have le ft the city, and that 9,000 p rsons still remain here. Instead o f excavating, in an endeavor to find the bodies buried beneath the ruins, it has been proposed that every house in which it is believed persons are buried shall be covered with quick lime. The Associated Press correspondent has made a visit to R eggio and care fu lly inspected the town. The number o f persons kilfed there and tV.e damage done to property was much less than at Messina. Only the central section o f the city was damaged. About 5,000 troops are w ork irg there. The official figures place the wound ed at Reggio at 1,000 and t ve refugees at 7,000. London, Jan. 5.— The civilized world hastening to the aid officially and un officially, o f affected Italy and “ the splendid generosity o f the American people and government” are the sub ject o f eulogistic comment in the Eng lish papers, which urge the British government to follow this example, al though hitherto such matters have al most invariably been le ft to private enterprise in England. No action on this matter can be taken until parlia ment reassembles. Turkey to Aid John Bull. Berlin, Jan. 6.— The British govern ment, it is learned here, has reached art understanding with Turkey where by the sultan shall use the influence o f the Indian priesthood to support the British rule in return for active British diplomatic supp'rt in the Turkish con troversies with European powers. This agreement has already produced favorable discussion between Russia and Great Britain over the proposed conference. Canaries Have Earthquake.
