Want St. Petersburg, Oct. 27.— N o an nouncement was made today by the foreign office as to the progress o f the negotiations at Berlin between M. Is- wolaky, the Russian foreign minister, and Prince von Buolow, the German chancellor. The conference, so fa r as can be learned, has scored no definite results, and w ill be continued. Advicee from Berlin, however, have in no wise lessened the confidence here that the proposed international con gress w ill ultimately be accepted by Germany, although negotiations are apt to be continued fo r some time a fter the return o f M. Iswolaky. The invitation to take part in the congress therefore, w ill be correspondingly de layed. M. Iswolkky, interviewed by the Novoe Vrem ya’s Berlin correspondent today, declared that Austria’s action was a blow at vital Slav interests and that the indignation o f the Russian press and public could easily be under stood, but he asked the public to sus pend judgment with regard to his ac tiv ity in this connection until his re turn to Russia, when he hoped with the emperor’s permission to make a statement before the douma. I t is re ported that the Octoberists in the dou ma have decided to support the foreign minister, but President Khomykoff in an interview said that Russia sholud refuse to recongixe the annexation o f Bosnia and Herzegovina, which was a mere prelude to further aggressions on the part o f Austria-Hungary. Denver, OcL 26.— The executive committee o f the American Mining eongreas yesterday issued the official call fo r the 11th aflnual convention to be held in Pittsburg December 2, 8, 4 and 6, 1908. A special effort ia con templated looking to the final enact m ent o f the bill fo r the creation o f a bureau o f mines, now on the calendar o f the United States senate fo r third reading. Particular attention ia called to the work o f congress in making investiga tions relating to the protection o f the lives o f m iner*; proposals for the elin - ination o f fraudulent mining stock operations; the relations between cus toms smelters and the ore producer; Federal aid fo r mining schoola and ex periment stations; the exploitation o f the rare mineral resources o f the coun try ; the conservation o f mineral re sources; the timber and water aupply, and the unification o f the mining laws o f the several states, are the particular subjects which w ill be under discus sion. I t ia announced the convention w ill be an open forum fo r the discus sion o f all mining subjects. The call invites the president o f the United States, the governors and heads o f commercial bodies to appoint dele gates. A special feature o f the body w ill be a coal mine gas testing plant, now in course o f construction in Pitta burg, under an appropriation made dur ing the last session o f congress, which w ill then be completed.
