Referring to the election of 1894, when Kolb was again a candidate against W. O. Oates, the report says that Kolb was elected, as well as a ma jority of the legislative candidates on the same ticket, but they did not receive the offices on account of an enormous fiotitious vote returned. The report eays that in 15 counties the returns showed 50,000 votes were polled when really only 16,000 were cast. Instead of Oates being elected by 27,582 votes, the re port declares, he was defeated by about 7,000 majority.
